Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego Corporation has been providing technical support to the Ministries of Health in partner countries across the globe in a variety of technical areas including cervical cancer treatment and prevention, community health, HIV and AIDS, maternal and newborn health, health workforce capacity development family planning, malaria, and IPC/WASH.

The Reaching Impact, Saturation and Epidemic control (RISE) project is a five-year global US Department of State funded project, with a period of performance from Apr. 15, 2019 – Dec. 30, 2027.  RISE supports countries to respond to the HIV epidemic and COVID-19 pandemic by providing technical assistance, service delivery, research, and cross-cutting health system innovations. RISE partners with ministries of health, local stakeholders, and non-governmental organizations in more than 25 countries around the world to advance strategic and policy objectives to control the transmission of HIV and COVID-19. Working across the HIV prevention, care, and treatment cascade, RISE bridges country-led efforts to reach the UNAIDS 95-95-95 goals by 2030. To address the COVID-19 pandemic, RISE provides short-term, emergency response aid, alongside longer-term health systems strengthening, to achieve pandemic preparedness. Targeted technical assistance includes strengthening health information systems, human resources for health, supply chain, and health financing.

The RISE project is looking to hire a Procurement & Logistics Officer who will ensure implementation of an efficient and effective procurement and logistics function. Providing timely support through logistics, procurement management, including coordinating with project team on the movement of medical supplies to ensure accountability for any goods dispatched to the implementing partners, leading and facilitating the disposal of assets, redundant stocks and excess supplies.

Responsibilities

  • To provide procurement and logistics assistance to the program to enhance effective coordination of processes
  • Provide technical expertise in procurement and logistics planning, implementing sourcing strategies, launching tendering and contract management for local or international supplies
  • Initiate market research and find suppliers who can deliver quality goods/ services, and which could possibly sign contracts and maintain a contracts registry. Work with HQ team to Initiate and manage standardized contracts/framework agreements with suppliers
  • Maintain and update a database for pre-qualified suppliers on an annual basis
  • Work with project teams to prepare annual procurement plan by consolidating project requirements for bulk purchases, maintaining goods and services, price, catalogue and updating all procurements on a monthly basis
  • Orient, train newly hired staff in general procurement and logistics requirements and ensuring they understand Jhpiego procurement processes
  • Work with Finance on processing and reviewing timely payments to suppliers’ invoices for goods and services provided
  • Support the Administrative Assistant to ensure all received goods are recorded in the Intellitrack system. Support with physical stock take ensuring the records tally with what is Intellitrack system
  • Ensure timely processing of procurement and logistics requests within acceptable lead times and in line with partnership guidelines and policies
  • Conduct effective quotation and bid analysis to ensure a transparent and competitive selection process. Coordinate technical evaluation or advice before orders are placed or presented to the vendor
  • Maintain good level of public relations with outside suppliers as well as a strong partnership with internal customers
  • Ensure compliance and adherence to procurement procedures
  • Support continuous improvement by developing creative approaches to facilitate support of procurement and logistics ensuring proper integration with other departments in the office
  • Assist the Finance & Operations Director with closeout processes
  • Perform other related duties as required.

Required Qualifications

  • Bachelor Degree or Associate Degree in Supply Chain/Stores Management/Logistics Management.
  • Registration with CIPS an added advantage
  • At least 3 years’ experience in warehousing/stores management working with INGO especially USG funded projects. Experience working in health intervention projects at a similar level will be considered
  • Excellent quantitative and analytical and report compilation skills
  • Computer literacy essential, working knowledge of inventory systems is an added advantage
  • Good understanding of procurement standards 
  • Cross-cultural sensitivity, emotional maturity and physical stamina
  • Ability to build strong relationships with colleagues, partners and government authorities.
  • Good English and SiSwati languages (oral and written)
  • Experience working with procurement and background checking systems an added advantage
  • Demonstrated ability to effectively manage several major activities simultaneously
  • Ability to work independently in an unstructured environment, as well as with a team
  • Ability to travel domestically as needed.
