This role reports to the Category Lead, HK Procurement and is responsible for the end-to-end management of his/her spend categories in Hong Kong, including developing and executing a global sourcing and vendor management strategy.

At first, the focus will be on the end-to-end execution of strategic initiatives. Working closely with key stakeholders in the businesses, the incumbent will leverage his/her deep knowledge of the category, to identify and implement effective cost reduction strategies and change management plans.

Position Responsibilities:

  • Thoroughly understand spend category, vendor landscape, industry trends, and new emerging developments and service offerings. Apply analytics to identify cost and demand reduction opportunities.
  • Integrate closely with the leadership team(s) of the businesses he/she supports to understand business unit goals and priorities.
  • Generate and leverage market and supplier intelligence and data for development of sourcing and negotiation strategies.
  • Execute on medium to high value/complexity sourcing projects and contracting efforts
  • Lead the RFP, RFQ and RFI process for Hong Kong.
  • Determine sourcing strategy and conduct analysis and negotiations for projects. 
  • Work with business partners to collect and finalize requirements necessary to evaluate and select suppliers
  • Develop terms sheet based on negotiation strategies, with input from the business partners.
  • Proactively coordinate and schedule external resources and subject matter experts (legal, risk, finance, etc.) 
  • Drive and lead the negotiation process, with consultative support, as required, from legal and risk.
  • Track, monitor, and manage sourcing and contracting agenda across Hong Kong including progress, risk, and benefits development and realization
  • Interface directly with business partners and vendor/contract managers 
  • Oversee and support vendor/contract managers in execution of business-led initiatives assigning internal support resources as necessary.
  • Quantify savings achieved, drive efficiencies, centralize competencies and maximize the value of vendor relationships
  • Define, report, and achieve vendor metrics and reporting – both strategic and tactical
  • Influence and develop supplier negotiation strategies in conjunction with Tower Lead
  • Holistically understand and leverage key vendor relationships within a specific category
  • Lead supplier negotiations, particularly for complex transactions, and ensure execution of developed strategy for MIL Hong Kong
  • Other duties as assigned

Required Qualifications:

  • Undergraduate degree (in procurement, business or finance preferred) with 6+ years of progressive business experience in procurement, sourcing and vendor/contract management roles.
  • Minimum 3 years of working in Asia region and virtual environments
  • Experience working in international companies
  • Solid knowledge of procurement, vendor management and contractual best practices
  • Fluent in Cantonese (written and spoken)
  • Excellent written and spoken command of English
  • In-depth knowledge of sourcing and procurement principles and best practices
  • Experience working in the relevant spend category, directly and/or in a procurement organization
  • Good negotiations skills – ability to negotiate commercial and contractual terms with the vendors
  • Experience with sourcing and procurement systems and tools
  • Solid Analytical Skills

  • Understanding of standard contractual terms and conditions to mitigate legal and business risk
  • Experience in vendor governance and risk management
  • Knowledge of relevant legislative and regulatory requirements relating to management of third-party outsourcing in the jurisdictions in which Manulife operates
  • Technical and professional knowledge – demonstrated understanding and application of procurement and vendor management principles and best practices.
