Position Overview

This role is based at our Port Washington, WI site.

The Manager, Energy Markets & Regulatory Policy – Wisconsin leads all regulatory, policy, and market strategy efforts in support of Vantage Data Centers’ energy delivery and commercial execution in the state of Wisconsin. This role is responsible for shaping, navigating, and responding to regulatory environments, commission proceedings, utility program development, and regional transmission planning—particularly as administered by MISO (Midcontinent Independent System Operator).

The individual will serve as the internal lead for all energy-related regulatory engagement with Wisconsin Electric Corporation (WE Energies), American Transmission Company (ATC), the Public Service Commission of Wisconsin (PSCW), and MISO. The role collaborates with legal, energy delivery, public policy, and commercial teams to help secure favorable outcomes in rate design, interconnection policy, transmission planning, and infrastructure approvals.

Essential Job Functions

Regulatory Engagement & Strategy

  • Lead participation in PSCW dockets, including tariff proposals, CPCNs, rate cases, and large-load interconnection approvals
  • Monitor and interpret PSCW proceedings that impact utility programs, bespoke tariffs, energy pricing, and project viability
  • Coordinate with Legal and external counsel to shape Vantage’s regulatory positions, testimony, and intervention strategies
  • Maintain strong relationships with PSCW staff, commission stakeholders, and key industry representatives

MISO Market Participation & Transmission Policy

  • Monitor MISO interconnection queue processes, transmission planning cycles (MTEP), and market design initiatives affecting Wisconsin projects
  • Represent Vantage's interests in MISO stakeholder engagement, technical studies, and large load accommodation conversations
  • Track and advise internal teams on MISO rules, queue timelines, capacity accreditation, and congestion risks
  • Work closely with ATC and WE Energies to support MISO-facing filings and transmission expansion strategies

Utility Program Development

  • Collaborate with WE Energies and ATC to influence the structure and execution of new utility programs and large-load offerings
  • Provide strategic input on tariff design, capital recovery structures, and clean energy integration
  • Support the approval and execution of Vantage-specific utility service agreements and policy frameworks

Policy & Advocacy Support

  • Represent Vantage in regional large customer coalitions, economic development forums, and energy working groups
  • Develop policy briefs, stakeholder memos, and external engagement materials for local and regional advocacy
  • Align state-level activity with broader federal and multi-state energy strategies in coordination with the Public Policy team

Cross-Functional & Legal Coordination

  • Serve as the Wisconsin regulatory and policy lead across Energy, Legal, Development, Operations, and Commercial teams
  • Coordinate risks, timelines, and inputs with the Energy Delivery Manager – Wisconsin and other execution leads
  • Advise on utility contracts, interconnection conditions, and compliance implications related to MISO and PSCW decisions

Additional Duties:

  • Handle additional duties as assigned by Management.

Job Requirements

Education & Experience:

  • Bachelor’s degree in public policy, business, engineering, energy systems, or a related field (Master’s or JD preferred)
  • 6–10 years of experience in utility regulation, energy markets, or transmission policy
  • Direct experience with PSCW proceedings and MISO processes (interconnection, transmission, capacity, tariffs) highly preferred
  • Experience working with or for WE Energies, ATC, or regional large-load customers in Wisconsin is a strong asset

Skills & Competencies

  • Strong knowledge of energy regulation, utility rates, transmission planning, and ISO/RTO processes
  • Skilled in regulatory analysis, stakeholder engagement, and strategic policy development
  • Ability to interpret technical filings, manage docket timelines, and influence outcomes in regulatory and transmission settings
  • Excellent written and verbal communication skills, including public speaking and brief preparation
  • Strategic thinker with business acumen and cross-functional collaboration experience
  • Capable of managing multiple regulatory efforts while driving alignment with corporate priorities
  • Travel required is expected to be up to 50% but may increase over time as the business evolves.
