Job Description:

Main Accountability

• 优先考虑、发展和维护与中央和地方主要利益相关者和组织的长期战略合作伙伴关系，促进辉凌业务增长。营造积极的政策环境。
• 确保准确分析和更新政府政策，并识别辉凌业务的机会和风险。
• 实施整体市场准入策略（定价、医保、医院列名）、管控流程，并建立市场准入能力，为新产品上市审批提供支持。
• 积极与中央和地方政府互动，树立辉凌的专业形象。
• 应覆盖中央和重点省级政府的主要利益相关者，以防出现商业紧急情况和潜在的宣传活动。
• 维护现有关系网络，并根据业务需求开发新的关系网络。（国家及省级主管部门、NHSA、PHSA、NHC、PHC等行业协会、学术组织）

• 利用第三方平台，服务商业需求。

• 领导NRDL提交，谈判，跟踪进度并确保结果。
• 领导VBP政策的跟踪和制定，公司产品引入和引出策略的制定和实施。
• 领导国家层面的医保和定价政策的制定和及谈判工作。
• 确保国家/省级合作伙伴和辉凌中国之间的沟通畅通，并及时向辉凌业务和投资产品组合提供合作伙伴的立场。
• Prioritize, develop and maintain long-term strategic partnership with key stakeholders and organizations at central and local level, contribute to Ferring business growth. Shape positive policy environment.
• Ensure that Government policies are accurately analyses and up to date as well as identify opportunities and risks for Ferring business.
• Implement overall market access strategies (pricing, reimbursement, hospital listing), governance, process, and build market access

Achieving

• Key stakeholders of Central and key provincial government should be covered for in case some business emergency and potential advocacy activity.
• Maintain the network we have and develop new network according to the business demand. (National and provincial authorities, NHSA, PHSA, NHC, PHC, etc. industry associations, academic organizations)
• Leverage the 3rd party platform to serve the needs of business.
• Lead NRDL submission, lobby, track the progress and ensure the outcome.
• Lead VBP policy tracking and shaping, company products lobby-out or lobby-in strategy and implementation.
• Lead reimbursement and pricing policy shaping and lobbying work on national level.
• Ensure the open lines of communication between the national/provincial payers and Ferring China and timely provide payer’s position to Ferring business and portfolios.
