The New Opportunity
The Team Leader – Family Services, Services provides operational leadership, practice supervision, and day-to-day service oversight for REFOCUS’s programs supporting Aboriginal and Torres Strait Islander children and young people in statutory care. Working under the guidance of the Regional Manager, the Team Leader ensures service delivery across high-intensity program models (Family Participation Program, Delegated Authority, Community and Kinship Care and family finder) is trauma-informed, culturally grounded, and aligned with REFOCUS’s frameworks of care and healing.
The role leads front-line teams to deliver safe, nurturing, and responsive supports that promote healing, development, and cultural identity, while also ensuring compliance with legislative, licensing, and organisational requirements.

Qualification & Experience:
Tertiary qualifications in Social Work, Youth Work, Human Services, or related discipline. Minimum 3–5 years’ experience in child protection, youth work, family wellbeing, or residential care. Demonstrated experience leading or supervising teams in complex service settings. Proven capacity to deliver culturally safe, trauma-informed services for Aboriginal and Torres Strait Islander children and young people. Knowledge of Queensland’s child protection legislation and placement service frameworks. Excellent communication, documentation, and relationship-building skills.
Reports to: Regional Manager – Family Services
Key Responsibilities
1.Program and Practice Leadership
- Oversee daily operations, staffing, and care delivery within assigned CFW, FPP, DA and CKC programs.
- Ensure services align with the Child Protection Act 1999 (QLD), Human Rights Act 2019 (QLD), and the National Principles for Child Safe Organisations.
- Support placement stability, transitions, and reunification planning in collaboration with Child Safety and cultural stakeholders.
- Integrate therapeutic, developmental, and cultural milestones into individual case planning.

- Supervise Senior Coordinators and Practitioners, providing coaching, reflective supervision, and performance feedback.
- Promote a culturally safe and high-performance team culture, grounded in REFOCUS’s values and principles of care.
- Contribute to workforce development through orientation, training facilitation, and mentoring.
- Work with Cultural and Clinical Specialists to ensure cultural identity, kinship connections, and Country-based healing are central to service delivery.
- Promote cultural reflective practice, cultural mentoring, and staff participation in immersion programs and cultural learning initiatives.
- Oversee program logistics including resource management.
- Ensure accurate and timely documentation including case notes, incident reports, and compliance records.
- Lead or support incident investigations and quality improvement activities under guidance from the Regional Manager.
- Achieve contracted KPIs
Maintain effective working relationships with Child Safety Officers, community partners, and families.
Represent REFOCUS in care team meetings, case reviews, and interagency forums.
Advocate for child- and family-centred practices and ensure communication is culturally responsive and trauma-aware.
Key Selection Criteria
Essential
- Tertiary qualifications in Social Work, Youth Work, Human Services, or related discipline.
- Minimum 3–5 years’ experience in child protection, youth work, family wellbeing, or residential care.
- Demonstrated experience leading or supervising teams in complex service settings.
- Proven capacity to deliver culturally safe, trauma-informed services for Aboriginal and Torres Strait Islander children and young people.
- Knowledge of Queensland’s child protection legislation and placement service frameworks.
- Excellent communication, documentation, and relationship-building skills.
Desirable
- Aboriginal and/or Torres Strait Islander background and/or strong lived cultural experience.
- Experience with cultural mentoring, kinship mapping, or community-led healing programs.
- Familiarity with the QFCC quality standards, Human Rights Complaints Management processes, and LCS2-level procedures.
Mandatory Requirements
- Current Blue Card (Working with Children Check – QLD)
- National Police Clearance (less than 12 months old)
- Current unrestricted Driver’s Licence
- Availability to work flexible hours and be in rotation for afterhours number as required
