Oversee and review payroll operations and reconciliation processes, identify issues and propose and develop solutions. Prepare various liability and other schedules to support VDOT's year-end financial statements and other reports. Ensure compliance with GAAP, GASB, Comptroller directives and other applicable federal, state, and VDOT regulations and guidelines.

How you will contribute:
  • Payroll Operations: Manage payroll and reconciliation operations. Monitor accuracy and timeliness of payroll disbursements for district. Comply with legal and policy requirements governing payroll.
  • Processes: Review performance measures and analyze and interpret variances. Identify recurring payroll processing and reconciliation issues. Review and implement processes to ensure policies and procedures are in compliance. May assist with development and maintenance of training materials for VDOT payroll and reconciliation procedures. Provide training.
  • Systems: Identify recurring payroll and time entry issues in related financial systems and assist in their resolution. Evaluate existing policies and procedures proposing solutions. Provide assistance to customers with special data or report requests. May assist in the development and maintenance of training materials.
  • Technical Guidance: Provide guidance to district personnel with payroll, reconciliations, leave and time entry inquiries.

  • Minimum Qualifications:
  • Ability to maintain confidentiality of personal and sensitive information.
  • Ability to process, review, analyze, interpret, and create payroll, financial data and reports.
  • Ability to supervise and train others.
  • Ability to work independently, multi-task, work well under deadlines, and pay attention to detail.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Knowledge of payroll processes and federal, state and agency regulations that govern them.
  • Skill in the use of computers and software applications to include automated payroll and accounting systems.

  • Additional Considerations:
  • A combination of training, experience, or education in Accounting or related field desired.
  • CPA or CPP certified.
  • Cardinal experience desired.
  • Cardinal experience.
  • Public sector accounting experience using automated payroll and accounting systems.
  • Supervisory experience over accounting functions.
