Provide supervision, technical direction and policy interpretation on major transportation planning studies. Ensure team performance of professional level multimodal transportation planning. Ensure competent staff support for planning programs and studies. Serve as a senior analyst, coordinate with a variety of entities on complex transportation planning activities and programs. Conduct complex technical analyses to support the program. Supervise, lead and develop staff. Serve as contract manager of professional services provided by consultants. How you will contribute:
Liaison and Planning Studies: Represent VDOT at technical or public meetings or committees. Facilitate coordination among district staff and coordinate with local jurisdictions and Central Office on technical and policy levels.
Program Management: Serve as the lead point of contact for consultant contracts and procurement of professional services. Coordinate with District Planners in establishing study schedules, scope of work and fee proposals. Review conceptual concepts for appropriate solutions to identified issues. Provide guidance and supervision to staff. Conduct researching, compiling, extracting, organizing, and analyzing large amounts of data associated with travel demand model development and accessibility data preparation.

Knowledge of transportation planning to include federal, state and local planning and land use regulations, procedures and policies.
Skill and ability to interact and communicate effectively orally and in writing with employees, citizens and government officials.
Skill in the use of computers and software applications for transportation planning and traffic engineering.

Additional Considerations:
A combination of training, experience, or education in Transportation Planning, Urban Planning or related field desired.
Experience developing and managing large data sets, and integrating data from different sources and across different platforms.
Experience in transportation planning and supervision.
Experience in using traffic engineering simulation software such as Synchro, VISSIM.
Experience managing contracts.
Experience using ArcGIS and data analysis and data visualization tools such as Power BI.
Experience with interagency cooperation, coordination and program or project management.
Experience working with multi-disciplinary teams and other transportation planning professionals on a wide range of transportation-related issues.
Profession Engineer (P.E.) license or American Institute of Certified Planner (AICP) certificate.
Proficiency in programming, mathematics, and statistics for data processing.
Proficiency with GIS operation and analysis, and knowledge of programming languages such as Python, R, Java, SAS, SPSS, or SQL.
