Leads and directs the strategic vision and execution of the district’s project development and project delivery functions. Develops and manages strategies to maximize the movement of people and goods to their destinations efficiently, environmentally sensitively and safely.
How you will contribute:
District Leadership: Provide support to the District Engineer or Administrator in all facets of district operations. Assist in creating an organizational culture of high performance, commitment, and partnership. Consistently communicate the VDOT mission, vision and values.
Locality Collaboration: Collaborate with localities to assure progress and quality of infrastructure projects to meet the needs of citizens while minimizing maintenance and operation costs for the department.
Project Development and Delivery: Directly accountable for the execution of the district’s multi-billion dollar design and construction programs and their operations. Provide strategic vision, leadership and direction to senior managers and staff in delivering the district’s programs. Establish performance measures and evaluate metrics and data to drive desired results. Ensure all program areas are operating in compliance with state and federal policies and regulations.
Stakeholder Partnerships and Communications: Leads district-wide efforts to collaborate with other senior level managers and executives within VDOT and other state, federal and local agencies to ensure complementary and supportive actions are being executed.
Strategy Development: Develops and manages strategies to maximize the movement of people and goods to their destinations efficiently, environmentally sensitively and safely and leads VDOT’s district-wide large-scale construction, project development and planning efforts in coordination with state, local and federal partners.

Skill in communicating clearly and effectively, both orally and in writing, to diverse audiences.
Skill in the application of engineering principles and practices used in construction.
Skill in the applications of human resource principles and practices applicable to the management of individual, team, and organizational performance.
Skill in the use of computers and web-based applications to include automated financial software programs.
Skilled at establishing performance measures and evaluating metrics and data to drive desired results.
Minimum Qualifications:
Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.
Degree in Engineering or related field.
Experience applying business administration principles. Ability to review results to ensure deliverables are met.
Experience applying construction engineering principles, practices, and procedures for a wide range of project assignments and tasks.
Experience applying supervisory principles and practices to include performance management and discipline. Ability to delegate responsibility.
Experience in working with various constituencies (internal and external) to develop cohesive strategies and partnerships which serve organizational goals.
Progressively responsible experience in construction project and program management which has prepared the candidate for senior level leadership.
Significant knowledge of project financial planning and controls as related to transportation construction projects.
Skill in the use of computers and software applications to include Microsoft software.
Valid Professional Engineer's license.
Valid driver's license.
Additional Considerations:
An experienced leader with considerable industry experience, preferably in highway or transportation projects, maintenance and operations.
Experience and responsibility for high profile, high visibility projects or multi-billion dollar programs.
Experience working with public relations related to highway operations.
Progressively responsible experience which demonstrates strategic and senior managerial level leadership competencies which are transferrable to the VDOT environment is desired.
