This position is a member of our RESTORE Program in the Chief Budget & Efficiency Office.
Here’S What You’Ll Be Doing
- Perform highly advanced (senior-level) grant development, coordination, and administration work. Oversee the preparation, coordination, review, maintenance and reporting of Resources and Ecosystem Sustainability, Tourist Opportunities, and Revived Economies (RESTORE) grants at various stages and ensure compliance with requirements and standards for the State of Texas and the Federal relevant funding entities.
- Supervise the Business Services Team under state and federal grant requirements for the RESTORE Program. This includes reviewing grant applications, contracts, work plans and amendments; overseeing and submitting documentation to federal granting agencies; approving project related invoices; reviewing and approving required contractual and financial reporting; and assisting staff in maintaining communication with applicable agency program staff and subrecipients to ensure compliance with state and federal grant requirements.
- Supervise the Business Services Team in the development and preparation of solicitations, contracts, amendments, applications, and other related pass-through documents. Analyze information supplied by bidders and applicants to ensure compliance with contractual requirements. Serve as a liaison, coordinate and facilitate meetings, and provide communications on contracts to grant specialists, attorneys, and grant subrecipients.
- Supervise the Business Services Team to ensure compliance, proper review of financial documents, and close out of grants according to federal and state requirements. Review and track projects for additional future reporting requirements as outlined in the grant contract, 2 CFR 200 and the federal grant award. Work with staff on keeping organized records in appropriate directories for audit-readiness.
- Develop and revise the RESTORE Operations Manual to update contract and financial guidelines, procedures, rules, and regulations as required. Evaluate financial data and maintain contractual tracking reports and prepare financial spreadsheets to comply with internal and external reporting requirements. Track the risk assessment, self-certification process for procurement compliance on all new projects.
- Serve as a liaison between the agency, the State and grant funding sources by attending meetings and resolving issues and developing additional processes as necessary to better comply with state and federal requirements.
Qualifications
Key Qualifications
- Experience overseeing the administration and negotiations of federal grant awards and contracts, the review and tracking of financial information, or the evaluation or conducting of risk assessments, desk reviews and single audit requirements of federal grant programs.
- Extensive knowledge creating and maintaining Excel spreadsheets or other software to track contractual and financial data.
- A bachelor's degree in a relevant field such as Finance, Accounting, Business, or Public Administration.
- Experience with federal requirements included in 2 CFR 200.
Required Education & Experience
Experience in the administration of a program relevant to assignment.
Or
Graduation from an accredited four-year college or university with major course work in a field relevant to assignment.
