Job Description

Job Purpose

Accountable for the overall Health, Safety and Environment (HSE) performance of FGVSSSB to support the achievement of business objectives and stakeholders’ expectations. Responsible for implementing and monitoring all occupational safety, health, and environmental initiatives to ensure compliance with government regulations, legal requirements, and FGV Group’s Safety, Health, and Environmental Policy, including sustainability commitments.

Key Accountabilities/Indvidual Accountabilities

  • Ensure all Safety and Health Officer duties are carried out in compliance with Regulation 18 of the Occupational Safety and Health (Safety and Health Officer) Regulations 1997.
  • Advise the CEO and management on compliance matters and strategic interests related to safety, health, environment, and sustainability.
  • Coordinate the appointment and effectiveness of Health, Safety and Environment (HSE) representatives across all workplaces.
  • Prepare and submit monthly HSE reports to the CEO and provide HSE performance reports as required by FGV Group HSE.
  • Identify workplace hazards, assess risks, and recommend effective control measures, including reviewing Hazard Identification, Risk Assessment & Risk Control (HIRARC) prepared by Departments/Units.
  • Plan, organize, and coordinate HSE training programs, including needs assessment, development of materials, and delivery to enhance awareness and competency.
  • Conduct regular workplace inspections across all units to ensure compliance with the Occupational Safety and Health Act 1994, Factories and Machinery Act 1967, and other applicable laws and regulations.
  • Investigate all workplace incidents, including fatal accidents, and recommend corrective and preventive measures to avoid recurrence.
  • Compile, analyze, and maintain accurate statistics on accidents, dangerous occurrences, occupational poisoning, and occupational diseases for continuous improvement and reporting.
  • Perform other related tasks as directed by the superior to support FGVSSSB’s HSE compliance and sustainability agenda.

Key Shared Accountabilities

  • Liaise with the HSE representative to monitor workplace safety and health conditions and support related activities.
  • Collaborate with all departments to promote and ensure safe working practices at the workplace.
  • Coordinate with FGV Group HSE to align FGVSSSB’s HSE practices with Group policies, reporting requirements, and sustainability commitments.

Competencies

1. Technical

  • Knowledge of Occupational Safety and Health Act 1994, Factories and Machinery Act 1967, and related regulations.
  • Proficiency in HSE Management Systems (ISO 45001, ISO 14001).
  • Risk assessment and control (HIRARC, JSA) and workplace inspection skills.
  • Incident investigation, reporting, and root cause analysis.
  • Ability to prepare HSE performance reports and maintain accident/incident statistics.

2. Behavioural

  • Strong communication and advisory skills to influence management and staff on HSE practices.
  • Collaboration with departments, committees, and Group HSE to align policies and practices.
  • Ability to coordinate training and awareness programs to build a strong HSE culture.

Qualifications And Working Experience

1. Educational Qualifications

  • Bachelor’s degree in Occupational Safety & Health, Environmental Science, Engineering (Safety, Chemical, Mechanical, or related discipline), or equivalent.
  • Registered as Safety & Health Officer (SHO) from DOSH or passed SHO examination or attended SHO certification course.
  • Additional certifications preferred (but not mandatory)
  • Lead Auditor certification for ISO 45001 (Occupational Health & Safety) and ISO 14001 (Environmental Management).
  • Sustainability or environmental-related certifications

2. Working Experience

  • Minimum 3 years’ relevant experience in HSE, preferably in industrial, manufacturing, plantation, or related sectors.
  • Experience liaising with regulatory authorities (DOSH, DOE, etc.) and managing compliance with Malaysian legislation (OSHA 1994, Factories & Machinery Act, environmental laws).
  • Hands on for risk assessment, hazard control, incident investigation (including serious or fatal incidents), and implementation of corrective/preventive actions.
  • Experience in developing and delivering HSE training programs.
  • Exposure to environmental sustainability practices (waste management, emissions, energy efficiency) will be an advantage.
