In Construction, inspects standard projects (e.g., bridge overlays, culvert replacements, minor structures, roadway projects) for contractor compliance to plans, specifications & Local-Let Manual of Procedures for Construction & Local Public Agency (LPA) projects, under the general supervision of a licensed professional engineer. Approves use of contingencies (i.e., quantity & plan design) stipulated by contract & has authority to stop work by contractor. Advises LPA agencies of any new or updated policies &/or procedures; approves & signs documentation (e.g., construction LPA field reviews & LPA invoices). Reviews all project records & calculations & prepares cost estimates. Meets with public, government officials & property owners to provide information regarding assigned project. Confers with higher level technicians or transportation engineers to gain assistance to resolve unusual problems. Records project-related information manually & electronically (i.e., computer) using various databases and computer programs (e.g., EIMS (Enterprise Information Management System), Work Zone Management System, ELLIS, TOMS (Traffic Data Management System)). Examines plans, verifies calculations, checks quantities & invoice costs to identifies necessary engineering changes & provides detailed information to higher-level engineer (s) for further analysis. Verifies project inspector field measurements, calculations, & inspection procedures to ensure contract compliance & correctness of final pay quantities. Reviews project level wage rate compliance & EEO issues & reports discrepancies to District contract compliance officer (CCO). Attends project-related meetings such as preconstruction, progress & final inspections. Works with LPA coordinator to discuss payment estimates & project funding. Reviews LPA invoices for Disadvantaged Business Enterprise (DBE) goal progress or attainment & reports issues to District contract compliance officer (CCO). Creates document retention sites for District LPA projects.

Audits project construction documentation & inspection procedures. Coordinates SharePoint imaging system to ensure project compliance to both State & Federal regulations & plan specifications. Travels to project sites to perform work in support of Quality Assurance Reviews (QARs) (e.g., prepares & maintain project records & files to ensure priority & frequency of reviews are completed to project standards); verifies calculations, checks quantities, change orders & various items (e.g., reviews material control report to verify materials (e.g., aggregate, concrete, asphalt); resolves discrepancies with calculations, quantities & materials. Ensures Construction projects comply with auditing, finalization & record retention procedures utilizing computer & related software. Maintains record retention schedule & complies with Department policies & procedures. Monitors C95 Contractor Evaluations to ensure they are completed in a timely manner by project personnel.

Acts as Court of Claims coordinator for District (i.e., receives claimant information via phone or claims website, enters data for claimant as needed; regularly checks email for active claims; reviews claim location & determines jurisdiction; corresponds with the claimant to provide additi0onal information to resolve the claim; prepares documentation for claim as requested by Chief Legal.

Performs Maintenance of Traffic (MOT) reviews as needed; documents reviews performed for District construction projects weekly; video project defacto detours & local routes prior to construction to document existing conditions; stores videos for record retention. Attends meetings, training sessions, seminars & conferences. Performs other job-related duties as assigned by supervisor.

Qualifications

5 yrs. engineering related technical experience in simple construction/ rehabilitation/maintenance projects or planning & design of simple civil engineering projects or materials testing, with experience to be commensurate with position to be filled. Note: the official position description on file with the Ohio Department Of Administrative Services is to reflect, in the minimum acceptable characteristics, the required technical experience. Only those applicants possessing the required technical experience listed in the position description are to be considered for any vacancies posted. The vacancy/job posting should also only list the required technical experience commensurate with the position in question.

-Or completion of associate degree program in engineering technology; 3 yrs. engineering related technical experience in simple construction/ rehabilitation/maintenance projects or planning & design of simple civil engineering projects or materials testing, with experience to be commensurate with position to be filled.

-Or 12 mos. exp. as Transportation Technical Specialist, 85871, with experience to be commensurate with position to be filled.

-Or equivalent of minimum class qualifications for employment noted above.
