Position Description
Performs highly complex human resources-related work in a district or the Human Resources Division. Responsible for one or more human resources program(s).Work requires reviewing, preparing, and maintaining confidential information. Work requires contact with management, employees, retirees, health care providers; and state and federal agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
Hr Generalist Ii:
- Enters, maintains, and coordinates data such as applicant, salary, and benefits transactions using a Human Resources Information Management System (PeopleSoft).
- Participates in hiring program activities, including, but not limited to managing job openings, screening employment applications, assisting in interviewing, and facilitating the hiring process.
- Coordinates, and conducts employee forums, new employee orientation, annual enrollment, or human resources-related meetings.
- Provides intake distribution regarding questions or complaints from employees, supervisors, managers, districts, and divisions on human resources policies and procedures via computer, phone, or in person. May provide HR support during adverse weather response events.
- Consults and coordinates with Department management/staff, and governmental agencies regarding interpretation of rules, regulations, and laws to ensure program compliance with state and federal laws and regulations with guidance from Supervisor or Lead Worker.
- Interprets human resources policies and procedures and pertinent state/federal rules and regulations with guidance from Supervisor or Lead Worker.
- Represents the Department at job and benefits fairs and internal and external committees.
- Review and manage routine medical related employee needs, including Family Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA).
- All non-routine cases should be referred to the lead or supervisor. Keeps abreast of applicable rules, regulations, policies, and procedures.
- Performs other job responsibilities as assigned.
Human Resources Generalist Iii Will Perform All The Above And The Following:
- Plans and coordinates projects.
- Develops and provides human resources training and presentations.
- Provides guidance to management on sensitive issues in areas, such as substance abuse employee discipline, violence prevention, and reasonable accommodations under the Americans with Disabilities Act.
- Researches, analyzes, and resolves human resources issues; and provides solutions and/or recommendations to Department management.

Education:
Bachelor's Degree in any discipline. Relevant work experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience:
1 year human resources-related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Licenses And Certifications:
- Valid driver’s license. This position requires driving a state vehicle.

Experience:

Licenses And Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
Preferred Qualifications:
- Human Resources Certification - PHR/SPHR or SHRM-CP/SHRM-SCP
- Experience in Employee Relations
- Strong organizational and time management tasks
Competencies:
Considerable Knowledge Of:
- Human resources administrative practices and procedures
- Federal and state laws, regulations, and guidelines governing the human resources field
- Applicable human resources management and information systems
- Public relations for maintaining effective working relationships with individuals and groups, both internal and external
Meeting Deadlines
- Administrative support practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management.
- Prioritizing and organizing work assignments
- Using standard office equipment
- Preparing and maintaining confidential and sensitive records, files, and reports Using computers, applicable programs, applications, and systems.

Physical Requirements And Working Conditions:
- Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools

- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
