1. Project Context and Scope

The Enhancing Community Resilience and Local Governance Project Phase II (ECRP II), funded by the World Bank and implemented by the Government of South Sudan through the Ministry of Finance and Planning, is currently underway in four states and two administrative areas in South Sudan. The project aims to enhance access to services, increase flood resilience, and enhance the institutional capacity of both national and subnational governments in service delivery and disaster risk management.

The Republic of South Sudan faces multiple, recurrent hazards, including floods, droughts, conflicts, and disease outbreaks, which continue to undermine development gains and the resilience of communities. To address these challenges, ECRP II aims to strengthen the institutional capacity of national and state Disaster Risk Management (DRM) Councils. Strengthening these structures is critical for effective disaster preparedness, response, recovery, and risk reduction across the country.

The current DRM structures at the national and state levels require capacity strengthening to ensure coordinated, effective, and timely disaster preparedness and response. Institutional and capacity gaps exist in terms of planning, coordination, data management, early warning systems, and operational readiness to respond to emergencies.

To address these gaps, ECRP II seeks to engage an individual consultant to conduct capacity building training for national and four state DRM Councils in Unity, Upper Nile, and Jonglei states, and in Greater Pibor Administrative Area. The training will enhance the technical and operational capacities of DRM Councils in disaster preparedness, response planning, and coordination. Additionally, the consultant will conduct a DRM stocktaking exercise to assess existing structures, capacities, gaps, and ongoing initiatives, which will inform the development of practical, context-specific emergency preparedness and response plans at both national and state levels.

This consultancy aligns with South Sudan’s commitments under the Sendai Framework for Disaster Risk Reduction and its efforts to enhance community resilience while building institutional readiness to respond to and manage disasters in a coordinated and systematic manner

3. Scope of Work

The consultant will undertake the following tasks:

  1. Inception and Planning

  4. Development of Emergency Preparedness and Response Plans
  5. Reporting and Knowledge Transfer

3. Methodology

The consultancy will adopt a participatory, context-sensitive, and evidence-based approach to ensure practical outcomes and institutional ownership. The methodology will include:

  1. Document Review

  4. Participatory Training Delivery
  5. Development of Preparedness and Response Plans
  6. Feedback and Validation
  7. Reporting and Handover

4. Objectives

Overall Objective

To strengthen the institutional and operational capacities of national and state Disaster Risk Management (DRM) Councils in South Sudan to enhance disaster preparedness, response, and risk reduction in a coordinated and systematic manner.

Specific Objectives

  1. Conduct a DRM stocktaking exercise to assess existing structures, institutional capacities, gaps, and ongoing initiatives at national and state levels.
  2. Develop and deliver targeted capacity-building training for national and four state DRM Councils to enhance their technical and operational competencies in disaster preparedness, response planning, and coordination.
  3. Support the development of practical, context-specific emergency preparedness and response plans for national and four state DRM structures informed by the stocktaking findings.
  4. Strengthen institutional coordination mechanisms to enable effective and timely disaster preparedness and response across sectors and levels of government.
  5. Align capacity-building and planning efforts with the Sendai Framework for Disaster Risk Reduction and South Sudan’s priorities for enhancing community resilience to disasters.

  Enhancing Community Resilience and Local Governance Project (ECRP-II) Capacity Building of National and State Disaster Risk Management Councils    Tasks to be performed under this contract Lead the Planning and Inception Process: Engage with key stakeholders and develop a detailed work plan and methodology for the assignment Conduct Comprehensive DRM Stocktaking: Review existing DRM structures, policies, frameworks, and initiatives at national and state levels and produce a stocktaking report. Design and Develop Tailored Training Materials: Develop curriculum, participant manuals, facilitator guides, and presentations for effective delivery Facilitate Capacity-Building Training Workshops: Organize and deliver participatory training for national and state DRM Council members. Support Development of Emergency Preparedness and Response Plans: Guide DRM Councils in drafting practical, context-specific preparedness and response plans. Document and Report Progress and Results: Prepare and submit an progress reports and final report. Ensure Knowledge Transfer and Institutional Sustainability: Handover all training materials, plans, and related documents in editable formats to MHADM IOM Roles/Obligation  Provide Strategic Oversight and Guidance; Ensure the assignment aligns with the broader objectives of ECRP II Facilitate Coordination and Stakeholder Engagement: Support the consultant in engaging with relevant stakeholders. Provide Access to Relevant Documentation and Data: Share existing reports, DRM plans, policy documents, and other relevant documents Support Logistical Arrangements: Assist in arranging venues, mobilizing participants, and organizing logistics for capacity-building workshops including travel and field visits where possible. Monitor Progress and Quality Assurance: Review and provide timely feedback on deliverables. Facilitate Institutional Ownership and Sustainability: Ensure that DRM Councils and relevant institutions understand and adopt the tools, plans, and training materials developed. PMU Roles/Obligations Support IOM in mobilization of relevant government stakeholders.

Facilitate engagement of National and state governments – ensuring that they participate in the DRM activities.

  • An advanced university degree (Master’s or higher) in Disaster Risk Management, Climate Change, Environmental Studies, Public Policy, Development Studies, Humanitarian Affairs, or a related field.
Experience Minimum of 7–10 years of professional experience in:
  • Disaster risk management and community-based disaster risk management; emergency preparedness, and response planning.
  • Institutional capacity building and training for government or humanitarian actors, preferably in fragile or post-conflict contexts.
  • Developing and facilitating participatory training programs using adult learning methodologies.
  • Demonstrated experience in:
  • Conducting DRM or resilience assessments/stocktaking exercises with government stakeholders.
  • Supporting the development of DRM national strategies, policies, or preparedness and response plans.
  • Working with government institutions at national and sub-national levels.
  • Previous work experience in South Sudan or similar fragile contexts in Sub-Saharan Africa is highly desirable

  • Thorogh knowlegde of the English Language
