The Virginia Department of Labor and Industry (DOLI) is seeking dynamic and experienced professionals to serve as a Financial Services Specialist. This full-time position is based in our Headquarters Office located in Richmond, VA.

Through your actions as a member of the Business Services team, you will help save lives and prevent injuries in the workplace. You will collaborate across Business Services and with Regulatory Programs’ leadership and staff to support efforts to cultivate a culture of safety and accountability through administrative and financial support of the Agency. You will ensure full compliance with all applicable state and federal rules and regulations, laws, and executive orders to make a meaningful impact and contribute to DOLI’s mission of making Virginia a better place to live, work, and do business. Compensation:

This position offers a competitive salary range; up to $65,000, commensurate with experience. Please note, the agency will not entertain salary negotiations for this position beyond the maximum of the salary range.

What will you do?
• Ensure the effective functioning of the Agency’s training and travel processes by managing and coordinating the Agency OSHA Training Institute (OTI)/Virginia Occupational Safety and Health (VOSH) Training Program and travel-related administrative processes.
• Provide advisory assistance and detail-oriented administrative support to the agency staff on travel policies and regulations in compliance with the Commonwealth Accounting Policies and Procedures (CAPP), agency travel guidelines, reimbursement policies and procedures across all organizational levels.
• Perform timely and accurate reimbursement of employee travel expenses.
• Support general accounting functions and assist with inventory reconciliation & reporting.
• Provide ongoing attention to the development and maintenance of adequate internal controls.

Minimum Qualifications:

• Demonstrated experience in governmental or financial accounting environments servicing a variety of fiscal needs.
• Extensive experience with automated spreadsheets, and develop and/or maintain databases, charts, and reports.
• Experience in governmental policies and procedures related to travel regulations, account payable, expenditure reimbursement, inventory, or fixed assets.
• Experience in applying administrative and office procedures and practices to include records management procedures.

Additional Considerations:

• Demonstrated knowledge and application of occupational safety and health; and federal and state regulations related to occupational safety and health.
• Demonstrated knowledge and application of Commonwealth Accounting Policy and Procedures (CAPP).
• Certification (or an equivalent combination of education, training, and/or experience) in accounting/business administration. Experience analyzing data and reaching logical conclusions, developing narrative and statistical reports, developing presentations and assessing information. Experience organizing office functions, prioritizing work assignments, interpreting policies and guidelines, analyzing workflow and managing projects. Experience in applying administrative and office procedures and practices to include records management procedures.

Special Requirements:
• Possession of a valid driver’s license at the time of hiring or within 30 days of hiring. Position is subject to annual driver’s license record check.
• Ability to travel overnight occasionally, as needed.
• Ability to perform moderate physical activity that includes, but is not limited to, climbing stairs and ladders, bending, walking up and down inclines, occasionally lifting and carrying loads up to 30 pounds, etc.
• The selected candidate must pass a criminal background investigation, and successfully serve a 12-month probationary period effective from the date of employment if beginning employment as an original hire or re-employment.
