Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a skilled individual to serve as one of the Senior Project Managers. This position is responsible for providing portfolio and project management oversight and managing technology and business projects in the Enterprise Project Management Office (EPMO). This position may also provide leadership in performing systems analysis and architecting software technology solutions for the agency, build and retain talent, and lead, coach and mentor a team of assigned Project Managers and BA/BSA’s.
Additional responsibilities include:
• Establishing a strategic portfolio plan collaborating with business and other key stakeholders.
• Coordinating the planning and initiation of portfolios at various levels of completion.
• Identifying and implementing improvements to project and portfolio management processes to enhance efficiency and effectiveness.
• Overseeing the financial aspects of the portfolio, including budgeting, cost tracking, and return on investment.
• Coordinating vendors, consultants, DBHDS, and business staff as assigned, in the execution of Business and IT projects and related procurements.
• Managing working relationships with key stakeholders, including executive management, business management, vendors, project sponsors, suppliers, and technology management.
• Tracking and communicating a portfolio progress from a schedule, cost, and risk perspective to the project team, customers, and project stakeholders.
• Collaborating with external (vendor/suppliers) and internal technology leads and solution architects to incorporate agency best practices into project plans.
• Driving consistent project delivery through the entire project lifecycle, including execution of procurements, definition of project plans, resource allocation, management of project risks, scope, and schedule, delivery of value, and well-ordered transitions to operations.
• Adhering to DBHDS and VITA project management practices and governance requirements.
Minimum Qualifications
• Knowledge of portfolio management methodologies.
• Ability to manage portfolio activities to meet goals.
• Experience in developing, executing, and managing cloud hosted SaaS implementation projects.
• Experience in working with third party suppliers and COT’s products.
• Experience managing large projects with third party vendors.
• Experience leading the business and IT resources through the discovery and documentation of business and technical requirements in request for proposal and statement of requirement formats.
• Strong analytical, organizational, and decision-making skills.
• Exceptional interpersonal skills for collaborating and team building.
• Exceptional verbal and written communication skills with the demonstrated ability to simplify and briefly, succinctly communicate complex issues to multiple audiences.
• Ability to lead others to implement new approaches, systems, structures, and methods.
• Ability to define and balance the competing demands for quality, scope, schedule, and cost.
• Solid understanding of software development life cycle models.
• Knowledge of both Agile and Waterfall project management principles and practices. In addition, the ability to blend them together in the right proportions to fit a particular project and business environment.
• Fluency in Project Management tools such as Microsoft Project, Visio, and Office.
• Ability to analyze data, identify trends, and make data-driven decisions.
• Ability to lead and motivate project teams, provide guidance, and resolve conflicts.
• Ability to build & provide meaningful project health information and insights to business & IT Leadership.
Additional Considerations
- • Project management qualification by the Commonwealth of Virginia, or PMP certification, or equivalent.
- • Experience in healthcare projects.
- • Experience in information technology, information systems or computer science.
- • Experience performing systems analysis, architecting technical solutions, and/or managing application development projects.
- • Experience working on project and portfolio management tools, including experience utilizing Proactive.
- • PPM with Microsoft Project for tracking progress and resource collaboration.
- • Understanding of and experience with Commonwealth of Virginia project management standards.
- • Experience with VITA’s Commonwealth Technology Portfolio (CTP) system and ECOS process.
- • Experience with the core Commonwealth IT procurement processes (RFP, VITA Statewide Contract, and CAI SOW).
