What will you be doing in this role:
The Enterprise Architect will join the IT Team of our client, and will address more efficiently the growing needs, consolidate the IT Governance, provide project management guidance and support, and follow-up the IT project portfolio of the Institution. You will mainly review and contribute to the review of project deliverables submitted by external Service Providers. Expertise on Enterprise Architecture frameworks, technologies and other Information Technology fields is expected.
- Develop comprehensive business architecture models that align with organisational strategies, goals, and priorities, integrating project and program strategies to ensure coherence with business objectives.
- Model and maintain end-to-end process/data/integration views supporting 24/7 services, resilience, and regulated data protection requirements.
- Assess both IT and business leadership costs to identify opportunities for cost reduction and efficiency improvement.
- Evaluate systems for potential discrepancies, vulnerabilities, and areas for enhancement, conducting thorough research to optimise operational processes.
- Orchestrate API-first and event-driven integrations across internal and external stakeholders; guide vendors and consortium partners to consistent patterns and quality gates
- Provide expert guidance on business architecture and systems processing, leveraging insights to create and implement long-term business visions and multi-year plans
- Establish practical DevOps pathways (build/release/monitoring) for production systems, including traceability from business requirement to deployment.
- Review cloud architecture and design to ensure adherence to security best practices and organisational policies, assessing security controls effectiveness, access management, encryption protocols, and data integrity measures.
- Management of the implementation of information systems to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales and quality.
- Guide the team in charge of project activities and review their deliverables. Ensure the agile methodology in place is applied.
- Assistance to the definition of internal methodologies and application lifecycle.
- Participation in functional working groups, progress meetings and meetings with the users.
- Preparation of quality plans, service level agreements, quality control and evaluation, quality assessments or other quality maters associated with information systems projects.
- Preparation of security studies, security assessments or other security matters associated with information system projects.
- Architectural modelling in ARIS by proficiently employing ArchiMate, BPMN, UML, EPC modelling language and standards.
Requirements
What do you need to succeed in this position?
- A Masters degree and at least 17 years of experience in IT
- Minimum 10 years of specific expertise in enterprise architecture notations such as ArchiMate and BPMN.
- Minimum 10 years of experience in high complex data driven information system
- Minimum 10 years’ experience integrating EU healthcare systems; proven work with HL7/FHIR/IHE/DICOM; clinical terminologies (ICD-10/11, SNOMED CT, LOINC); medicines/regulatory datasets (IDMP, EMA SPOR); and compliance (GDPR, NIS2, ISO/IEC 27001) with OAuth2/OIDC identity.
- Minimum 5 years of experience in Project Management.
- Minimum 10 in Health and Digital Application Services. Integration of medical data platform for Health Services with 24/7, high availability and data protection proficiency
- Minimum 5 years of experience with DevOps activities for deploying and running software and digital services in production on cloud native environment
- Minimum 5 years of experience in Business and/or functional analysis.
- Minimum 10 year of experience in architectural modelling in ARIS, Enterprise Architect, or any or their market competitors.
- Data wrangling & Lakehouse (Medallion): Working experience designing Bronze → Silver → Gold pipelines (ELT/ETL), CDC, schema evolution, de-duplication, and data-quality rules; publish curated datasets with lineage and access policies (e.g., Purview/ Apache Atlas/Unity Catalog) suitable for regulated environments.
- Databricks & Spark: Hands-on with Apache Spark (SQL/PySpark), Delta Lake and basic streaming; schedule cost-aware jobs on Azure and integrate with CI/CD (e.g., Azure DevOps).
- Ontologies & Knowledge Graphs (RDF triple graph): Ability to model in OWL 2/RDF and query/federate using SPARQL; apply to EC vocabularies/registries (e.g., ECDC/EMA SPOR, controlled terminologies) with light reasoning for linking and provenance.
- RAG & data-driven AI services: Design pragmatic RAG solutions with vector search (e.g., Azure AI Search), grounded in governed sources; use Azure OpenAI / AI Studio where appropriate; baseline ML lifecycle (feature prep, evaluation, deployment) with auditability and citations.
- Excellent English (oral & written) and strong French, demonstrably sufficient to draft, review, and discuss technical and medical documentation
