General Function:
- Support the planning and organizing of program/project activities and analysis and perform professional or technical work related to program management.
- Assist in planning, organizing, completing, and presenting assessments of program/project management concepts, analyses, studies, and procedures.
- Assist in evaluating the implications of existing or proposed projects, programs, processes, and policies/laws and recommend improvements.
- Provide support and technical expertise for various F-16 FMS programs across all DoD acquisition stages including planning, execution, delivery, sustainment, and program closure in accordance with DoD policies and guidelines.
- Provide support with monitoring, reviewing, analyzing, and coordinating security assistance issues with DoD and non-DoD agencies to ensure compliance with established policies, Letters of Request (LORs), Letters of Offer and Acceptance (LOAs), the Foreign Assistance Act, the Arms Export Control Act (AECA), and other relevant legislation.
- Provide support with implementation and execution of assigned LOAs in accordance with the AECA and the Security Assistance Management Manual (SAMM), DSCA Manual 5105.38-M, and complete assigned projects with no or minimal assistance.
- Provide support with pre-LOA development, Statement of Objectives (SOO), Statements of Work (SOW), and review of weapon system Contractor proposals as assigned by the Government.
- Assist in reviewing documents, export licenses, and other contractor-submitted documentation for Government review and assist in the release and coordination of Government responses.
- Provide project management for FMS LOA and Manpower Requirements Package (MRP) modifications and amendments.
- Assist in analyzing manpower needs for F-16 aircraft based on LORs and LOAs.
- Assist in monitoring funding status and tracking expiring positions in coordination with Project Managers and Security Assistance Program Managers (SAPMs) to allocate and extend positions with country concurrence.
- Support SAPMs, line managers, and functionals across all acquisition phases and assist in providing insights on acquisition policy, streamlining, management, and lessons learned.
- Assist in identifying requirements to provide initial support for new acquisitions or modifications of weapon systems until transitioned to sustainment.
- Provide support for contract award actions including pre-award documentation and assist in evaluating proposals in response to Government Requests for Proposals (RFPs) from weapon system Contractors.
- Provide support in coordinating functional resources (financial management, procurement, engineering, logistics) and consolidating their inputs into common documentation.
- Assist in planning for the accomplishment of various program milestones.
- Provide support in preparing briefing charts for meetings.
- Review briefings, documents, and correspondence for accuracy related to DoD acquisition and provide comments and recommendations.
- Assist in preparing correspondence to U.S. Government agencies, Contractors, and foreign government/customers.
- Support the Government in attending various CONUS and OCONUS meetings including program reviews, team management reviews, design reviews, financial and production readiness reviews, and Technical Interchange Meetings (TIMs).
- Provide support to manage coordination and suspense control activities for inquiries from higher headquarters.
- Prepare responses for senior officials' approval and provide recommendations to senior management.
- Assist in collecting, processing, and preparing metric analyses in response to internal and higher-level taskings.
- Provide assistance and advice related to technology transfer and disclosure issues including releasability and export licenses.
- Support risk management, project management, and logistics functions.
- Assist in maintaining and updating project management documents, developing standard operating procedures, performing financial and risk management, and developing and maintaining an Integrated Master Schedule (IMS).
- Provide support for LOA line management, FMS budget development, financial tracking, deliverables execution, and interface with senior U.S. Government FMS representatives as required.
- Provide support for the preparation of Price and Availability (P&A) data, LOA data, and budgetary Rough Order of Magnitude (ROM) estimates for new FMS programs and follow-on support cases.
- Advise the team on daily projects that require FMS expertise, demonstrating strong knowledge of the International Traffic in Arms Regulations (ITAR), Delegation of Disclosure Letter (DDL), Defense Institute of Security Assistance Management (DISAM) manual, and the SAMM (DoD 5105.38-M).
Qualifications:
Education/Certifications/Experience/Skills:
- BA/BS or Master of Arts/ Master of Science (MA/MS) degree and over 10 years of relevant experience.
- Minimum of 3 years FMS Program Management experience.
- Must possess and maintain a government security clearance at the Secret level.
- Must be proficient in the use of Microsoft programs (including Excel, Word, Outlook, Word, Excel, PowerPoint, Access, Visio, and Project).
- Must be able to perform all functional duties independently.
- Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver’s license and proof of insurance.
