About the Construction Management Bureau
The Construction Management Bureau (CMB) is a part of the San Francisco Public Utilities Commission's (SFPUC) Infrastructure Division and is dedicated to delivering the construction phase services of the agency’s Capital Improvement Programs. CMB strives to deliver excellent construction support and construction management solutions to SFPUC Enterprises and SFPUC Infrastructure Capital Improvement Program (CIP) projects by implementing consistent construction standards with superior safety performance, and defining roles, responsibilities, policies and procedures. The Bureau is comprised of engineers, inspectors, safety professionals, construction professionals, construction contract administration experts and administrative professionals.
About the Position
Under the direction of the Manager of the SFPUC Infrastructure’s Construction Management Bureau (CMB), the Construction and Professional Services Contracting Manager plans, manages, assigns, and directs the activities of multiple groups of cross-disciplined professionals and sub-professionals supporting Contract Administration, serves as Liaison for the provision of CMB's dispute resolution services and partnering facilitation services on SFPUC construction projects, Construction Photography and Archiving services, and manages the Spot Sewer Replacement & Repair Program team.
The essential functions of this position include, but are not limited to:
- Supervises, trains, and evaluates a team of multi-disciplinary staff.
- Oversees and manages a contract administration team responsible for the development, procurement, and administration of professional Construction Management services contracts.
- Participates in the planning, development and implementation of contracting strategies that support capital improvement programs.
- Collaborates with the Bureau's construction management staff for the provision of dispute resolution services and partnering facilitation services to manage and resolve field construction issues and mitigate potentially costly claims.
- Manages and directs a team of professional photographers responsible for producing a comprehensive visual record of construction projects and maintaining the SFPUC's digitized photo collection of historic and contemporary professional photography.
- Serves as the Bureau's Liaison with the Board of Supervisors, budget/legislative analysts, and the Civil Service Commission in regard to professional services contracts.
- Oversees and manages a construction management team responsible for repairing and/or replacing an existing sewer pipeline system.
- Performs other related duties as assigned.
The 0933 Construction and Professional Services Contracting Manager is required to perform other related duties as assigned.
Qualifications
- Minimum Qualifications:
- Education: Possession of a bachelor’s degree from an accredited college or university; AND
Experience: Five (5) years of verifiable professional experience in developing, procuring, managing, and administering construction and/or professional services contracts, of which three (3) years must include experience supervising professionals.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis up to a maximum of two (2) years. Thirty (30) semester units/forty-five (45) quarter units equal one (1) year of experience.
- Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)

- Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Possession of a Master’s degree in Construction Management or Project Management.
- Experience with administrative code rules and/or contracting codes, navigating construction contracting administrative procedures and procurement processes including development of Request for Proposal (RFP) documents in a government agency.
- Extensive experience managing diverse and multi-disciplinary project teams.
- Experience developing and implementing contracting strategies related to infrastructure facilities and/or capital improvement programs.
- Demonstrated strong oral and written communication skills including experience presenting to diverse group of audiences such as a Commission, Board of Supervisors, other city agencies, and the public.

Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
1. Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying):
Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
2. Supplemental Questionnaire Examination (Weight:100%): Applicants who meet the minimum qualifications will be sent a Supplemental Questionnaire Examination via electronic mail after the closing of the application filing period. The Supplemental Questionnaire Examination is designed to measure the knowledge, skills and/or abilities in job-related areas required for the position which may include, but are not limited to:
- Knowledge of construction management principles and practices, policies and procedures, and requirements.
- Ability to conduct contract analysis and make recommendations.
- Ability to facilitate resolution of contract disputes.
- Ability to comprehend construction management approaches, concepts and complex legal documents.
- Ability to manage, supervise, train, and coordinate complex functional groups, both professional and sub-professional.
- Demonstrated leadership and organizational skills.
- Presentation Skill: Ability to make group presentations and represent the SFPUC to the general public or other governmental or regulatory agencies.
- Oral Communication Skill: Ability to clearly communicate verbally with professional proficiency.
- Written Communication Skill: Possess excellent writing skills, with the ability to comprehend and write contracts, specifications, and formal letters.
- Ability to prioritize and handle multiple tasks and projects.

Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process. A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list/score report.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. - The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.
