Job Description
Job Summary
Responsible for providing operational leadership for the Research Informatics Core (RIC), supporting the strategic direction set by the Senior Director. Manages the day-to-day operations and long-term roadmap for RIC’s staff, processes, and technologies. Ensures secure, compliant, and effective delivery of research informatics services across UMMS, UMB, UMD, and IHC. Partners with stakeholders across the enterprise to align RIC initiatives with institutional goals, contributing to strategic planning, budgeting, and cross-functional execution. Work is performed under limited supervision. Direct report to the Senior Director, Research Informatics.
Primary Responsibilities
The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job responsibilities performed.
• Oversee budget planning, financial forecasting, and the development of staffing models to support operational needs.
• Manage employees and student workers, including performance management with career development, mentoring, and coaching.
• Lead procurement efforts, including coordination of Requests for Proposals (RFPs), vendor contracts, service agreements, and Statements of Work in partnership with the UMMS Procurement Services Center (PSC).
• Manage partnerships with UMMS and University of Maryland IT (CITS) for application support and infrastructure services.
• Manage vendor relationships including contract execution and compliance with terms and service levels.
• Develop, implement, and maintain RIC operational policies and procedures that align with System Security Plan (SSP) and compliance frameworks.
• Oversee auditing to ensure continuous compliance with research protocols and system security.
• Collaborate with UMMS and IHC IT teams to identify and manage risks, and to define RIC-specific system descriptions and control objectives within the System Security Plan (SSP).
• Collaborate with cross-functional teams to identify research informatics needs and deliver innovative solutions aligned with medium- and long-term research objectives.
• Conduct situational and internal assessments, including competitive landscape analyses and environmental scans, to inform strategic goals, shape portfolio objectives, and develop actionable plans.
• Manage a portfolio of projects and project managers, ensuring that business and product requirements incorporate internal and external feedback, and that relevant features and technical specifications are successfully implemented by the development team.
• Ensure ongoing progress on RIC initiatives by facilitating team check-ins, issue resolution, and milestone tracking.
• Evaluate personnel effectiveness and develop/implement training programs to improve performance.
• Perform managerial functions including hiring, training and development, and preparing performance reviews in accordance with UMMS policies and procedures.
• Perform other duties as assigned.
Qualifications
Master's degree in Health Informatics, Information Systems, Computer Science, Data Science, or related field.
• Minimum 7 years of progressive experience in research informatics, clinical informatics, or healthcare technology operations, including at least 3 years in a management role within a large health system, academic medical center, or research-focused healthcare environment.
• 3+ years of experience working with HIPAA-compliant systems, healthcare data warehouses, or clinical research data environments.
• Experience managing collaborative, multi-institutional projects in academic medical centers, health systems, or similar environments.
• Demonstrated success in building and leading cross-functional teams, including technical staff, project managers, researchers, and external vendors, in the delivery of scalable informatics solutions.
Education & Experience - Preferred
• PhD in Health Informatics, Information Systems, Computer Science, Data Science, or related field.
