Allied Command Transformation (ACT) is NATO’s leading agent for change: driving, facilitating, and advocating the continuous improvement of Alliance capabilities to maintain and enhance the military relevance and effectiveness of the Alliance. The main objectives of ACT are: providing appropriate support to NATO missions and operations; leading NATO military transformation; and improving relationships, interaction and practical cooperation with partners, nations and international organisations. ACT therefore leads Alliance concept development, capability development, training and lessons-learned initiatives and provides unfettered military support to policy development within NATO.
The Program
Capability Development & Management Support (CDMS)
DCOS Capability Development (CAPDEV) acts as the Supreme Allied Commander Transformation's Director for guidance, direction and coordination of the activities and resources of the Capability Development Directorate.
The Requirements Division will execute all tasks and activities needed to support requirements management for NATO capabilities
The Capability Requirements (CR) Branch will develop the Capability Requirements Brief and recommended courses of action to resolve issues through the life cycle management of requirements using matrixed, cross-functional project-specific Requirements Management teams.
The Requirements Forward Branch (Mons) is responsible for conducting requirements development and management representation and engagement-related functions in Europe.
The Capability Division coordinates the development of capabilities from capability planning through acceptance and then disposal with management entities, NATO Headquarters staff and the NATO Governance Structure
The Capability Forward Branch (Mons) coordinates with ACO, NCIA, NSPA, NATO HQ, territorial Host Nations, and NATO Centres of Excellence (COEs) to support the development of capabilities.
Strategic Plans and Policy (SPP) supports Allied Command Transformation in formalizing military advice to shape future military strategy, political guidance, and other policy documents supporting NATO’s strategic objectives.
Role Background
AirC2/IAMD Branch, located at SACT SEE in Mons, Belgium, is responsible for the number of NATO Programmes, like Enhanced Air Command and Control (eAirC2), Air Command and Control Information Services (AirC2 IS), Ballistic Missile Defence (BMD), Enhancements for Deployable Air Command and Control Capability (DACCC) and Integrated Air and Missile Defense (IAMD) Expansion. The Branch is also responsible for the development and maintenance of the AirC2 Requirement Repository. In addition, the Branch contributes to other programmes and initiatives in the areas related to AirC2 and IAMD.
By executing the NATO Military Committee tasking, AirC2/IAMD Branch is expected to deliver additional capabilities to develop various AirC2-related products in respect of Enhanced Static and Deployable AirC2 capabilities, including the Air Support Operation Centres (ASOCs), part of the Air Land Integration (ALI) and Joint Fires element of Multi Domain Operations (MDO) at the tactical edge. This additional tasking was not originally planned where the Branch’s PE was established. As this is considered a temporary effort, which is required immediately, it is to be performed by the contractual SME.
The AirC2/IAMD Branch requires contractual support that provides Subject Matter Expertise in the areas including AirC2, IAMD, Joint Air Ground Integration Centre (JAGIC)/ASOC, ALI, Joint Fires operations as well as Programme and Project Management and Requirements Management.
Role Duties and Responsibilities
- Support the development, review and coordination of the ASOC lifecycle approach.
- Support iterations of the Enhanced AirC2 programme including development of required programme management documentation.
- Engage with key stakeholders, including AirC2 Independent Programme Office (IPO) and respective projects’ Host Nations in order to propose, develop and maintain associated Branch-level management planning products and processes related to the DACCC/ASOC.
- Support development of new CPPs, PPs and other supporting documents required during the contract.
- Liaise with other programmes or initiatives (e.g. Multi Domain Operations, Federated Mission Network, NATO Digital Transformation, etc.) in the aspects related to DACCC/ASOC.
- Directly support to AirC2/IAMD Branch management planning via point papers, presentations and briefings.
- Stakeholder engagement required to schedule and host AirC2 Capability Coordination Meetings, especially related to the DACCC elements.
- Coordinate DOTMLPFI development and implementation synchronization and develop recommended courses of action to resolve issues relating to DACCC/ASOC.
- Directly support the DACCC Enhancements Programme Director and will be ready to travel to meetings and conferences within NATO’s boundaries.
- Perform additional tasks as required by the COTR related to the labour category.
Essential Skills and Experience
- Minimum 3 years in the last 10 years of experience in Air operations, especially in JAGIC/ASOC capability area.
- Extensive knowledge and experience in dealing with NATO/National AirC2/IAMD domain business, programmes, governance structure and stakeholders – min. 3 years in the last 10 years.
- Knowledge about the NATO/governmental/corporate information tool environment and experience in business processes – minimum 3 years in the last 10 years.
- Demonstrated working level knowledge with MS Office tools (Outlook, Project, Word, Excel, PowerPoint and SharePoint).
- Availability to travel to any NATO entity within the 32 Nations (valid passport with no travel restrictions to NATO nations).
Desirable Skills and Experience
- Experience in supporting & briefing senior leaders/decision makers;
- Experience in formulating and drafting documentation, including: site visions, concepts, plans, requirements, point papers, thesis, roadmaps etc.;
- Knowledge and practical experience managing NATO projects within capability package process as well as development of planning process like NATO Common Funded Capability Delivery Governance Model (CFCDGM).
- Knowledge around Multi Domain Operations (MDO) in NATO.
- Knowledge (Certified) in Portfolio Management, MSP, PRINCE2 and/or Agile or equivalent methodologies for programme/ project management.
- Knowledge of the NATO Architecture Framework (NAFv4) or equivalent standard.
- 3 years of experience in the last 10 years with working in a National or NATO Strategic Command or Operational Command.
Education
- A University or Military College degree in either IT Engineering or Computer Science, or Communications, or Economics, or Business Administration or another related discipline.

- Advanced Proficiency in English
