CJA is the City’s main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA utilizes procedural justice practices to provide pretrial services to over 100,000 arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency’s internal and externally shared database systems, which are used to conduct descriptive and evaluation research on arrestee characteristics, case processing and court outcomes, and on issues and potential reforms to criminal justice policy in New York City. CJA’s programs operate in the criminal courts and detention facilities 24 hours a day seven days a week within the 5 boroughs of NYC, employing over 300 employees, citywide.
Program Summary
CJA operates a Supervised Release Program in Queens Criminal Court. The program, which operates during the day and night court in Queens, screens targeted defendants for release at criminal court arraignment, subject to specific conditions including maintaining face-to-face and telephone contact with the program, participating in an assessment process to identify needs such as substance use and mental health, and agreeing to program monitoring of court appearances and re-arrests.

Position Summary
Reporting to the Clinical Supervisor and under the direction of the Associate Director of Clinical Services I, the Clinical Compliance Specialist is a knowledgeable and experienced individual with a background in social service, psychology, or clinical work. The person in this position works with the Clinical Supervisor and a case management team to ensure that data is being recorded thoroughly and accurately in the program’s database. While the central point of this role is to provide support to a case management team on data points and the integrity of data, there will also be some clinical engagement required with high need participants.
Primary Responsibilities
The Clinical Compliance Specialists’ functions include:
- Supporting the Clinical Supervisor in overseeing a team of social workers, mental health counselors, and case managers by providing administrative supervision.
- Supporting internal program auditing of charts, progress notes, service referrals, service plans, compliance, discharge summaries and court reports with additional reinforcement during administrative oversight of operations.
- Providing bi-weekly administrative supervision to a team to ensure that continued quality assurance is being met.
- Ensuring compliance with client documentation and data input to fulfill reporting requirements by funders.
- Supporting the Clinical Supervisor with implementing regular team building activities to increase team engagement.
- Supporting the functions of Clinical Supervisor when they are out of the office or unavailable.
- Ensuring that the team is adhering to the agency’s policies and procedures.
- Assisting with onboarding of new staff by mentoring new team members and reviewing policies and procedures as needed.
- Managing and providing counseling and case management to a small, targeted caseload of adults and adolescents who are living with serious mental illness (SMI) and substance use disorders (SUD) including treatment planning and referrals.
- Maintaining communication with defense attorneys and referral agencies until completion of reporting responsibilities.
- Updating computerized case management files with notes and attendance records.
- Appearing and advocating in court regarding clients’ compliance as needed.
- Support in providing coverage and support to clients when Case Managers and other Clinical Compliance Specialists are out of the office.
Minimum Qualifications
- Bachelor’s degree required.
- 2 years of experience working in human services with individuals who have serious mental illness and those with co-occurring disorders.
- At least 2 years of experience in quality control and compliance of policies/procedures.
- Must be willing to work evening and weekend hours, as operations expand.
Preffered Qualifications
- Experience providing therapeutic services to mentally ill populations and adolescents.
- Familiarity with the Alternative to Detention (ATD), Alternative to Incarceration (ATI) or other advocacy models.
- Knowledge of treatment programs (substance use, mental health, etc.) and other support services (GED, job training, YIP, etc.) for referrals.
- Knowledge of NYC Court operations and general understanding of the criminal justice system and related institutions.
- Excellent communication and writing skills; excellent time management skills.
- Ability to exercise sound and quick judgment.
- Detailed-oriented; strong analytic and problem-solving skills required.
- Ability to create and maintain well-organized administrative and operational systems.
- Computer literacy with the ability to quickly adapt to changing technology
- Some supervisory experience, a plus.
- Knowledge of evidence-based practice techniques including but not limited to Motivational Interviewing, Seeking Safety, DBT and CBT.
- Experience documenting client progress in a Case Management System.
- Willingness and ability to travel within the 5 boroughs.
- Bilingual, a plus.

SALARY: $80,369.19
Note: CJA has implemented a hybrid work reporting structure (four days in person) for all employees until otherwise determined. The successful hire must be able to assume responsibilities that are both remote and on-site, in accordance with CJA policy at the time of hire.
