The Technical Officer for eHealth will provide technical and operational support to the SAFEMed project in implementing eHealth and IT-related activities in line with the Ministry of Health of Ukraine’s digital health strategy. TO will assist in requirements gathering, analysis, documentation, and monitoring of IT system development, ensuring alignment with national eHealth priorities, interoperability standards, and global digital development principles. The position will support coordination with government stakeholders, IT vendors, and project consultants, and contribute to capacity building and troubleshooting of implemented systems.

LOCATION: Kyiv. Ukraine

Main Responsibilities:

  1. Support in design and documentation of eHealth systems
  2. Coordination with stakeholders and vendors
  3. Data analysis and reporting

  5. Other project support
  • Assist in collecting and analyzing business requirements, preparing technical specifications, user stories, and documentation for IT solutions.
  • Support in mapping workflows and ensuring compliance with standards
  • Provide operational support in communication between SAFEMed, IT vendors, consultants, and government stakeholders.
  • Track implementation progress, organize technical meetings, and maintain documentation of decisions.
  • Prepare and analyze datasets, generate reports, automate reporting processes, and provide insights for decision-making.
  • Contribute to training sessions, prepare user manuals, and provide troubleshooting support to government counterparts.
  • Promote best practices in data management and eHealth use.
  • Assist in preparing progress reports, presentations, and knowledge products related to eHealth implementation.
  • Perform other tasks as assigned.

Qualifications

Required Minimum Education

  • Bachelor’s degree in a technical or analytical field (e.g., Computer Science, Information Systems, Mathematics, or related).

Required Minimum Experience

  • At least 3 years of professional experience in IT project management, data analysis, reporting, or IT system support.
  • Experience in collecting, processing, and preparing information/data for reporting and decision-making.
  • Practical experience with Excel and Google Sheets, with a strong understanding of their functionality for analytics and reporting.
  • Experience in preparing technical documentation, instructions, or requirements for projects.

​Preferrable:

  • Experience participating in government or donor-funded projects.
  • Knowledge of or familiarity with health information systems, CRM/ERP systems.
  • Understanding of Agile methodologies and IT project lifecycle processes.

Knowledge And Skills

  • Strong analytical and problem-solving skills.
  • Proficiency in MS Excel, Google Sheets, and automation via VBA or similar tools.
  • Ability to analyze, document, and communicate requirements in a clear and structured way.
  • General understanding of databases and data models.
  • Excellent interpersonal and communication skills, with the ability to work across teams. Demonstrated ability to coordinate with multiple stakeholders and manage operational tasks.
  • Fluency in Ukrainian and good command of English (B2).
