The person in this role will work from the Medtronic facility located in Mounds View, Minnesota.

The Healthcare Data Governance team is a highly visible, cross-functional team leading data strategy & governance for Healthcare & Patient data as part of the Master Data Management Services Organization. This role will have responsibility for managing the daily operations of the patient and healthcare data governance activities, including inventorying key data sets, working with stakeholders to leverage core capabilities, managing a roadmap of activities across multiple teams. The program manager will also manage and support the Rights to Data program and efforts, including working with stakeholders to understand business needs, creating a roadmap of capabilities, working cross delivery teams to bring capabilities to life.

Healthcare Data Governance

  • Implement healthcare and patient data strategy enabling business objectives and priorities.
  • Introduce and continually improve data governance standards, processes and capabilities including tokenization, de-identification, consent management, data rights, etc.
  • Build roadmap to achieve the Healthcare & Patient Data Strategy, enhance efficiency, improve data quality and drive competitive advantage. 
  • Partner cross-functionally to ensure all strategic data initiatives are captured within the strategic plan & roadmap. 
  • Develop & estimate funding needs & sources for strategic initiatives.
  • Drive prioritization across the project release schedules to enable business transformation priorities while enhancing data quality and enabling efficient operations.
  • Collaborate closely with OUs to align data initiatives with business objectives, ensuring that business voice is heard as part of MDM solutions.
  • Foster collaboration and alignment with cross-functional teams, including data platform teams, product team, and IDC team.
  • Manage and enforce governance policies, standards and practices for healthcare and patient data.
  • Advocate for data quality and best practices, ensuring adherence to data protection, privacy and health data regulations.
  • Work closely with leadership to provide strategic guidance on data governance and compliance matters.
  • Serve as a liaison between different business functions and IT teams to ensure alignment and integration of data governance practices.

Rights To Data

  • Manage the implementation of the Rights to Data Policy Management solution. 
  • Follow MSCM standards.
  • Manage budget and vendor relations.
  • Ensure business requirements are met.
  • Work cross platform for successful implementations. 
  •  Responsibilities may include the following and other duties may be assigned.
  • Provides leadership for those involved in the development, design and optimization of one or more information technology and systems functions supporting company business processes and technical information systems platforms.

General Responsibilities

  • analysis, selection and modification of enterprise systems, application software, installation of network hardware/software and database management.
  • Provides direction for the effort required to protect the company's data, tools and information systems.
  • Ensures infrastructure architecture standards maximize efficiency and support platform compatibility.
  • Usually requires subject matter knowledge of user group for practical application of system characteristics.
  • Coordinates delivery of services to user groups and ensures IT service is uninterrupted.
  • Selects, develops, and evaluates personnel to ensure the efficient operation of the function.
  • Collaborate with Global IT leadership to define and execute transformational roadmaps, delivering on the strategy.
  • Partner and leverage corporate assets across the digital landscape to rapidly stitch together holistic solutions.
  • Ensure successful incubation models are transitioned effectively to delivery teams.
  • Ensures infrastructure architecture standards maximize efficiency and support platform compatibility.
  • Gather business requirements, business constraints, timelines, needs, and scope and work with architects to package up and present to product owners to prepare final recommended solutions and proposals for funding and execution.

MUST HAVE (Minimum Qualifications)

  • Bachelor’s degree
  • 5+ years of experience with a bachelor’s degree or 3+ years of experience with an advanced degree

NICE TO HAVE (Preferred Qualifications)

  • 3+ years healthcare and digital health experience
  • 3+ years’ experience as a business analyst writing requirements and user stories.
  • 2+ years’ experience as a project/program leader
  • Awareness of agile & software development methodologies
  • Ability to listen, build rapport, and credibility as a strategic partner vertically within the business unit, as well as with leadership and functional teams.
  • Ability to map joint organizational vision and long-term thinking, imagination, and idea generation.
  • Energy, focus, assertiveness, and diplomacy.
  • Knowing when to push an agenda and when to let a situation develop, rest, or advance.
  • Highly developed communication skills.
  • Ability to focus on business value results, rather than solutions.
  • Technical aptitude, requirements management, and the ability to assess and articulate risk variables.

Salary ranges for U.S (excl. PR) locations (USD):$132,800.00 - $199,200.00This position is eligible for a short-term incentive called the Medtronic Incentive Plan (MIP).The base salary range is applicable across the United States, excluding Puerto Rico and specific locations in California. The offered rate complies with federal and local regulations and may vary based on factors such as experience, certification/education, market conditions, and location. Compensation and benefits information pertains solely to candidates hired within the United States (local market compensation and benefits will apply for others).

The following benefits and additional compensation are available to those regular employees who work 20+ hours per week: Health, Dental and vision insurance, Health Savings Account, Healthcare Flexible Spending Account, Life insurance, Long-term disability leave, Dependent daycare spending account, Tuition assistance/reimbursement, and Simple Steps (global well-being program).
