Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The National IT Specialist shall operate under the overall guidance and responsibility of the FAO Representative for Georgia and the direct supervision of the Technical Advisor and in close collaboration with the project team and the competent authority.

Technical Focus

The National IT Specialist will support the establishment of a European Union compliant National Animal, Identification, Registration and Traceability System (NAITS) as well as Livestock Farm Management System (FMS) in Georgia. The overall objective of the assignment is to support the development of Aquaculture related policies and to introduce appropriate functionalities in Georgia’s data management systems enabling appropriate official registration, supervision and official controls of aquaculture production.

Tasks And Responsibilities

  • More specifically, the assignment shall include the following tasks and responsibilities:
  •     Support the international and national Aquaculture experts in defining the records, functionalities and user roles, for implementing:

o    a full Aquaculture registry in the NAITS, effectively establishing a national register of aquaculture holdings;

o    functionalities for the FMS in line with the requirements of the Ministry of Environmental Protection and Agriculture of Georgia (MEPA) and its agencies / departments (National Environmental Agency, National Food Agency, Aquaculture Development Division of MEPA) for official controls, covering, nutrition, productivity, treatments and reproduction and similar. The data entry would be considered as a requirement for the aquaculture holdings / food business operators (FBO) as a way of ensuring compliance with official controls such as use of veterinary medicinal products (VMP), production standards and traceability.

    With support from FAO Georgia acquire access to the FMS and the relevant technical and policy documentation and assist the International Livestock Expert and the International IT expert in the implementation of a Peer review of the FMS, including:

•    Review of FMS software in terms of ISO/IEC 25010:2011 Software Quality Model minimum including:
-    Performance/Efficiency of the application (Load testing, Stress testing, Soak testing), source code, architecture and components (databases, web servers);
-    Functionality, completeness and usability (user interface and customer’s satisfaction);
-    Maintainability (Lines of code, Static code analysis, complexity);
-    Development potential such as scalability (up and down), adaptability to other purposes, portability between environments and teams, and extensibility (adding features);
-    Technical documentation; 
-    Security setup, potential access to sensitive information and number of vulnerabilities, system stability, code safety, historic concept of data (non-deletion) ability to retrieve views, changes and data by system users;
-    Current and future capacity (hardware / software component needs);
-    Document management and reporting (standard and customized reports).
•    Support the international experts to provide recommendations for the FMS software for improvements and fixes and enhancing transferability including installation instructions, licenses, optimal system requirements, capacity needs for users and administrators and troubleshooting documentation.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • •    Advanced university degree in Information Technology, or a related field
  • •    At least five (5) years of relevant work experience in Cloud-based Information Systems
  • •    Working knowledge (level C) of Georgian and English
  • •    National of Georgia

Technical/Functional Skills

  • •    Extensive knowledge of information technology, application software and operating systems
  • •    Strong diagnosis and trouble-shooting skills
