HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.


Your Team:


The Office of Enforcement and Neighborhood Services (OENS) lead the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.

The Office of Enforcement and Neighborhood Services is composed of seven divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD) and Division of Emergency Housing Services (EHS).


Your Impact:


The selected candidate will perform as the Intake and Registration Supervisor/Associate Real Property Manager L-2. You will be a supervisor and perform a variety of administrative functions in the Division of Emergency Housing Services (EHS)


Your Role:


As the Intake and Registration Supervisor/Associate Real Property Manager L-2 in the Division of Emergency Housing Services (EHS), your role will include, but not be limited to, the following:


Your Responsibilities:


- Monitor the intake and registration process to ensure compliance with program rules and regulations.

- Troubleshoot difficult client cases and explore alternative housing options with clients.

- Supervise intake staff, including the review and auditing of work products and performance.

- Conduct daily check-in team meetings and evaluates staff for overall training needs.

- Research and/or obtains vacate orders from city agencies as needed.

- Coordinate with contract vendors on first response and immediate housing needs.

- Negotiate for extended stays with vendors as needed.

- Coordinate with other internal HPD divisions, other city agencies and client advocates to ensure consistent and compliant service delivery.

- Negotiate with landlords and property owners around relocation assistance.

- Secure rent rosters as needed.

- Prepare, maintain and create varied detailed reports as directed by the Program Director.

- Perform other duties as assigned.

- We are repurposing this line due to the reorganization of the unit, which is based on the need for a supervisor to oversee the Intake and Registration Staff. The scope of responsibilities, supervisory functions, and property-related management duties align more closely with the job duties of an Associate Real Property Manager (ARPM). These duties include, but not limited to:

- Supervising intake and application processes, occupancy levels (shelter space), leasing of space, and relocation activities.

- Managing and negotiating with landlords, tenants, and housing providers.

- Overseeing staff engaged in relocation, property management, and field operations.

- Preparing reports and maintaining databases on housing and relocation activities.

- Coordinating with community groups, property owners, housing companies, and city agencies.


Preferred skills


- 3+ year’s work experience in construction management overseeing all major trades (e.g., general construction, HVAC, electrical, plumbing, elevator etc.)

- Experience in managing and evaluating performance of contracted vendors for maintenance, security and building system services.

- Knowledge of construction methodologies with the ability to prepare and review scopes of work, blueprints, cost estimates, budgets and other technical aspects of construction

- Familiarity with NYC building codes, zoning resolutions, rules, regulations, and quality standards

- Experience overseeing/ supervising construction staff, inspectors and/ or contractors

- Must possess excellent professional writing and oral communication skills with ability to translate technical information into clear updates for non-technical staff.

- Must be proficient in MS Excel, MS Word, and MS Outlook.

- Knowledge of security systems and protocols, including access control.

- Experience in overseeing emergency preparedness plans (fire, evacuation, shelter in place)

- Skilled at monitoring facility related expenses, and identifying cost saving opportunities where possible.

- Ability to prioritize multiple projects.

- Ability to generate reports as directed by program director.

- A motor vehicle's license is preferred since this position requires extensive fieldwork in the five boroughs and the sites to be visited may not be near public transportation

ASSOCIATE REAL PROPERTY MANAGE - 80122

Qualifications

1. A four-year high school diploma or its educational equivalent and four years of satisfactory, full-time experience in the following: management of residential, commercial, industrial, or waterfront properties, including both renting and operating; or site management or tenant relocation activities in connection with housing or with reconstruction/rehabilitation projects. Such experience must include at least one year of experience supervising other real estate management agents; or

2. A baccalaureate degree from an accredited college and two years of experience described in "1" above, including the one year of experience supervising other real estate management agents; or

3. A satisfactory combination of education and/or experience equivalent to "1" or "2" above. However, all candidates must have the one year of experience supervising other real estate management agents. Education may be substituted for experience on the basis of 60 semester college credits for one year of acceptable experience.

To be acceptable, experience in property management must have included both renting and operating the managed properties. Experience in renting must have included interviewing prospective tenants, qualifying tenants' income and background, and/or
assuring that vacancies are ready for occupancy. Experience in operating must have included overseeing maintenance and repair of building operating systems, and overseeing staff to assure that necessary work is properly completed.

To be acceptable, experience in site management must have included on-site rental and maintenance of buildings. To be acceptable, experience in relocation must have included negotiation with tenants to surrender leases for cash consideration or for an alternative
site, and determining tenant eligibility for benefits.
