Job Description
For the new Critical Infrastructure Division of the Railroad Commission of Texas (RRC), we are seeking a Compliance
Analyst III that is proficient in performing complex (journey-level) compliance analysis work. Work involves reviewing, examining, evaluating, and monitoring applications, records, programs, policies, documents, and/or contracts to ensure conformity with laws, rules, and regulations and conducting analysis activities. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Duties
• Reviews, coordinates, validates, and reports on various data sets for monitoring in compliance with state regulations.
• Performs high complex to complex compliance reviews to determine compliance with State laws, rules, and regulations.
• Compiles, reviews, and analyzes data to verify documentation and compliance.
• Conducts the internal inspection of compliance issues.
• Identifies issues regarding compliance with regulations or standards that require follow-up.
• Verifies compliance with specific requirements by conducting desk and/or on-site reviews.
• Evaluates the data in an internal data tracking system.
• Evaluates the documentation of compliance activities, such as complaints received or investigation outcomes.
• Prepare and present written and/or verbal reports on compliance issues for agency management and other staff.
• May assist in reviewing contracts, grants, and other legal documents.
• May perform statistical sampling of data.
• Prepare correspondence and administrative reports.
• May assist with department planning, oversight, and the development of standard operating guidelines for the area of responsibility.
• Performs related work as assigned.
• May provide guidance to others.
• This position may require some travel.

Qualifications
Minimum Qualifications
- Graduation from an accredited four-year college or university with major coursework in Business Administration, Public Administration, Finance, Accounting, Computer Science, Statistical Analysis, Mathematics, Research Methodology, or a related field.
- One or more years' experience in research, compliance analysis or monitoring, legal analysis, and/or auditing work.
- Experience and education may substitute for each other on a year for year basis.
- Experience and knowledge in the use of PC's and applicable software: MS Office Suite 365; Outlook, etc.
- Must have a good driving record and a valid Texas driver’s license.
Note: Salary will be determined based on education and experience.
Preferred Qualifications
- 2 - 3 years of experience in research, compliance analysis, application review, monitoring, legal analysis, and/or auditing work.
- State/Federal government work experience.
- Skill in the use of PC's, databases, and applicable software such as MS Office Suite 365 and Data Visualizations software (Power BI).
- Experience in weatherization, critical infrastructure, and natural gas supply chain for power generation.
- Knowledge, Skills, and Abilities
- Knowledge of relevant state rules and regulations.
- Skill in the use of PC's and applicable software such as MS Office Suite 365, Outlook, and Data Visualizations software(Power BI).
- Skill in reviewing applications, conducting data searches, and evaluating large amounts of data; customer service; preparing concise and accurate reports and recommendations.
- Ability to communicate with the public, engineers, developers, landowners, operators, the Legislature, and other interest groups/key stakeholders.
- Ability to identify problems, evaluate alternatives, implement effective solutions, maintain effective working relationships, communicate effectively, and provide guidance to others.
Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
