Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $98,159.00 - $112,883.00.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.

The Office of Research and Analytics (ORA), within the ACS Division of Policy, Planning, and Measurement (DPPM), conducts routine and ad-hoc data analysis to support and evaluate system improvement efforts, conducts quality assurance, monitors contractors, and meets reporting mandates.

Under the direction of the Executive Director, within ORA, the Senior Analyst will join the Justice Analytics and Child Welfare Reporting Unit. The unit is responsible for developing, producing and distributing a wide variety of critical agency reports. These include the Mayor’s Management Report, ACS FLASH, ACS Strategic Management Report, and quarterly and annual reports to City Council on child welfare and juvenile justice. These reports are used by City and State government and ACS leadership to monitor system performance and plan for program improvement.

The Senior Analyst position requires someone with strong analytic, data visualization and organizational skills with the ability to integrate and synthesize different types of data into relevant domains. Under the supervision of the Unit’s Executive Director, the responsibilities of the Senior Analyst will include:

- Perform analytic tasks using individual/case level data and aggregate data. This will include developing analytic plans, querying data and conducting analyses to identify patterns and trends and developing reports.

- Support the development, production, maintenance and distribution of multiple management reports and presentations.

- Respond in a timely way to a variety of analytic and informational ad hoc requests from both internal and external stakeholders.

- Provide written and graphic summaries of key issues and analytic findings.

- Provide data analysis support to other units within the Division of Policy Planning and Measurement and other units across ACS.

- Provide leadership with data and analyses to inform program planning and implementation of policies and procedures.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
