The Office of Citywide Procurement (OCP) develops, awards, and administers approximately 1,100 requirement contracts for goods and services on behalf of all City agencies, departments, boards, and authorities, leveraging the City’s buying power and maximizing efficiencies by reducing duplicative work. Procures, on average, nearly $1.5 billion in goods and services for City agencies annually.
The Department of Citywide Administrative Services (DCAS) seeks a Deputy Agency Chief Contracting Officer (DACCO) to lead procurement operations for the Health and Safety Facilities Unit. The DACCO will oversee the full contract lifecycle, manage a large portfolio of citywide contracts, and ensure compliance with all applicable laws, policies, and best practices. Responsibilities include, but are not limited to:
- Oversee the management of over 200 citywide contracts valued at more than $700 million, including goods, emergency contracts, and intergovernmental procurements.
- Ensure timely review, approval, and renewal of requirements contracts to prevent service disruptions.
- Lead the development and implementation of procurement strategies, policies, and procedures in accordance with the NYC Charter and Procurement Policy Board (PPB) Rules.
- Manage the full procurement lifecycle from solicitation through contract completion ensuring efficiency, transparency, and regulatory compliance.
- Supervise and mentor a team of procurement analysts; review work for quality, compliance, and adherence to procurement best practices.
- Evaluate citywide requests for new requirement contracts and recommend approval or alternatives.
- Prepare contract documentation, including memoranda to the Comptroller’s Office, and oversee registration processes, modifications, and amendments.
- Coordinate procurement-related activities with the Agency Chief Contracting Officer (ACCO), Office of General Counsel, and oversight entities.
- Lead training initiatives to build procurement capacity within the agency.
- Conduct pre-bid conferences and respond to vendor inquiries professionally and equitably.
- Monitor and manage vendor performance, compliance, and ROI; maintain ongoing communication to support contract delivery.
- Conduct market trend analyses and develop pricing strategies, including the application of escalation clauses and pricing formulas.
- Support vendor negotiations to secure favorable contract terms and pricing.
- Lead special procurement projects and initiatives aligned with agency goals.
- Oversee reporting and responses for Local Law 63 (LL63) Plan items and MOCS Turnaround Documents (TADs), including Preferred Source and M/WBE programs.
- Serve as a liaison with internal and external stakeholders on procurement-related matters, including public hearings and dispute resolution.

Qualifications
1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.
