The Department of Citywide Administrative Services (DCAS) Division of Energy Management (DEM) serves as the hub for emissions reduction and energy management for the City government portfolio. DEM develops the City’s annual utility energy budget; manages the City’s utility accounts; helps our agency partners identify and pursue energy-saving opportunities at their facilities; leads energy efficiency and distributed generation projects across the City’s portfolio; and helps implement operations and maintenance best practices.

DEM is tasked with leading the City’s efforts to reduce greenhouse gas (GHG) emissions from City government operations 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Beyond 40x25, 50x30, and 80x50, the City is mandated to install 150 MW of solar photovoltaics on City buildings by 2035. DEM works closely with our agency partners to help them reduce emissions and improve energy management in their facilities, including providing them with project funding, project delivery vehicles, technical expertise, staff resources, strategic planning support, and data analytics.

The Associate Program Manager, Agency Planning & Implementation will work within DEM’s Operations Unit, under the guidance of the Executive Director, Agency Planning & Implementation, but in extremely close coordination with DEM’s other units. Within Agency Planning and Implementation, the Associate Program Manager will manage the ExCEL program, which provides expense-funded grants to partner agencies.

The Associate Program Manager, Agency Planning & Implementation will be charged with responsibilities including, but not limited to, the following:

1. Support program implementation | including ExCEL program budget forecasting and reconciliation, project delivery and implementation, and end-of-year close out and invoicing. Work closely with DEM’s Financial Analysis and Planning team to track utilization, accuracy, and completion.
2. Support program development | including developing process improvements for data management, application review, and program KPIs and analytics. Perform data analysis to strengthen program’s funding impact towards reaching Local Law 97 emissions reduction goals. Work with other DEM operations unit to standardize protocols and application review.
3. Manage project delivery and tracking| including project schedules, modifications, budgeting, invoicing, and collection and review of project close-out documentation. Work with agencies and Agency Planning and Implementation to ensure timely completion and high-quality project execution, including confirming that projects comply with emission reduction objectives and ExCEL program protocols.
4. Develop agency relationships | To support in identifying current and out-year energy-saving projects, project modifications and cancellations, compliance with program protocol, and general inquiries.
5. Coordinate across teams within the Operations Unit and DEM | related to compliance reporting, protocol and systems development, and data management.
6. Overall support | provide support to the unit and division.


Flexible Work Update:
This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC 37.

Qualifications

  • 1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
