Human Capital is responsible for maintaining the Civil Service system for the City of New York, including classifying positions and salaries, managing examinations (from exam development to the creation of civil service lists) and certifying those lists to agencies to fill vacancies and reduce the number of provisional employees. Human Capital also evaluates and administers citywide personnel policies and programs, ensures City employees' safety and health, conducts professional development training, and supports citywide workforce strategies, including the oversight of the Office of Citywide Recruitment. Human Capital also manages the expansion and maintenance of the New York City Automated Personnel System (NYCAPS), streamlining HR processes for City agencies which include but are not limited to health benefits, tax details and payroll. In addition, Human Capital offers civil service-related customer service to city employees and the general public and plays a critical role in auditing and processing personnel transactions for over 300,000 City employees.
The Human Capital Executive Office is seeking an Examination and Workforce Development Strategist to focus on the intersection of civil service exam administration, workforce development, and grant-funded initiatives. Reporting directly to the Assistant Commissioner for Workforce Operations, the Exam and Workforce Development Strategist will support the design, implementation, and evaluation of programs that enhance exam accessibility, expand training for candidates and employees, and ensure compliance with civil service and local laws.
This role will also lead efforts to secure and manage grants that fund workforce development initiatives, helping to create equitable pathways for recruitment, promotion, and professional growth across City government.
Key Responsibilities
- Continuously evaluate state, federal and non-governmental organization funding opportunities, providing feedback on draft funding guidelines where appropriate.
- Lead grant writing and proposal development to secure funding for workforce and exam-related programs.
- Design, implement, and evaluate workforce development initiatives linked to civil service exam preparation and employee training.
- Collaborate with Agency Personnel Officers, the Bureau of Examinations, Workforce Operations, to ensure civil service exams, recruitment and training programs align with City policies and compliance standards.
- Develop monitoring systems and metrics to track program effectiveness, candidate outcomes, and exam accessibility.
- Prepare reports and communications for leadership and stakeholders on program outcomes, compliance, and impact.
- Support special projects related to civil service exam administration, candidate engagement, and workforce planning.
Please Note: Duration of employment for anyone appointed to this title who works more than 20 hours per week, will be limited to 65 consecutive workdays in any 90-day calendar period.
