Job Description

  • Perform regular on-site surveillances and inspections of construction sites and other regulated areas to ensure compliance with federal, state, and local regulatory requirements, including zoning, environmental, safety, and health standards.
  • Evaluate permit applications for completeness and compliance with relevant regulations - Ensure that all necessary documentation is submitted and that permit conditions are met throughout the duration of the project.
  • Closely monitor all the required tests and inspections have been completed as per the Div1 and approved ITPs to fulfill the achievement of critical path and project milestones.
  • Track ongoing construction activities to ensure that they adhere to established guidelines and permit stipulations. Identify potential violations and recommend corrective actions as needed.
  • Investigate and document instances of contractual and regulatory non-compliance or violations. Prepare detailed reports, gather evidence, and coordinate with other regulatory agencies or legal authorities as required.
  • Maintain accurate records of inspections, findings, and communications with stakeholders - Prepare clear, concise, and detailed inspection reports for internal review and external submission to regulatory agencies or enforcement bodies.
  • Attend QC Hold/Witness Inspection Points as outlined in the agreed ITPs and QCPs at site or at fabrication workshop as notified by the GC - Provide the inspection result and summary to Construction Quality Manager (CQM) and highlight any quality issues, concerns and nonconformance timely.
  • Perform regular surveillance, audit and site quality walkthrough joined with the CQM. Document the observations (positive and negative findings) found during the events and follow-up the findings to GC for proper corrective and preventive actions
  • Submit weekly SOR and NCR report to CQM and follow-up the closure of the issues with the GC within the resolution / fix-by date as committed by the GC.
  • Support the implementation of all client's Quality Programs and ensure its effective implementation to the GC including the FOD Management, Equipment Environment Management (Hygiene), Quality Audits, etc.
  • Work closely with DCD Team, GC, Authorized Having Jurisdiction (AHJ) , and other stakeholders to ensure consistency in regulatory practices and resolve issues related to quality, permits and compliance.
  • Support enforcement actions, including investigations, root cause analysis (RCA), audits, legal proceedings, or hearings, by providing testimony, presenting inspection findings, and assisting in legal documentation related to the non-compliances and/or violations.

Qualifications

  • Bachelor’s Degree or Equivalent in Engineering Mechanical Construction Project Management or Construction Management.
  • +5 years of experience in EPC Industry, Data Center Construction and Commissioning, Project Management and +3 years of experience in QAQC
  • Ability to thoroughly review permit applications, inspect sites, and identify compliance issues or violations.
  • Able to multi-task and meeting tight deadlines.
  • Capable of interpreting technical regulations, permits, and environmental standards to assess compliance and identify potential risks.
  • Strong written and verbal communication skills for preparing detailed reports, interacting with stakeholders, and providing clear guidance to GC's and businesses.
  • Ability to identify problems or non-compliance issues and recommend effective solutions or corrective actions.
  • Required Skills / Qualification, Knowledge & Education
  • Proficiency in using inspection tools, regulatory software, and documentation management systems. 
  • ISO 9001 QMS, ISO 14001 EMS or ISO 45001 OHS Lead Auditor qualifications is preferred.
  • Strong knowledge of Root Cause Analysis (RCA), Continuous Improvement, Quality Management Plan (QMP), ITP, and Quality related tools.
  • Has knowledge of industrial codes and standards (e.g. SNI, ASTM, ACI, IEEE, NETA, ISO, etc.)
  • Has strong knowledge of welding, coating/painting, electrical works and other related construction testing and inspection preferred.
  • Strong understanding of local, state, and federal regulations pertaining to environmental compliance, construction, zoning, and other permit-related issues.
  • Understanding of construction processes and industry practices, as well as technical knowledge of engineering and construction standards related to building permits.
  • Familiarity with standard inspection and test procedures and practices used to evaluate compliance and assess potential hazards or violations.
