Job Description:

Position Purpose

Reporting to the Zonal Manager and technically to the Finance Director, the Zonal Finance Manager oversees all field related finance operations This position will be strategical in ensuring smooth running of finance activities at the field level. It will endeavour to resolve and manage fragile context challenges by linking them up with our set procedures and system. It will also ensure smooth running of all our projects removing payment related delays and sensitizing Project Managers and other project staff on financial processes and collaboratively resolving any challenges. It will also be mandated to capacity build field finance staff to be at a level they can run finance affairs on their own.
The position will also act a control on finance related processes ensuring proper utilization of donor funds.

Major Responsibilites

Financial planning and Budgeting

  • Coordinating and consolidating the planning and budgeting process and provide technical support in line with budgeting guidelines, FFM requirement and donor regulation (including GIK).
  • Review the alignment of budgets between projects, MyPBAS and support office.
  • Prepare budgets for the Zonal cost centre.
  • Accounting, Monitoring and reporting.
  • Cash Flow Management.

  • Coordinate the recording and submission of timely and accurate financial information for reporting.
  • Interpret financial analysis and provide recommendations to the Programme Managers.
  • Ensure smooth Start-up and close out of Grants/PNS.
  • Reconcile balance sheet accounts monthly.
  • Ensure key initiatives are rolled out (Finance, ICT, Admin and Supply Chain).
  • Document and share lessons/promising practices.

Risk Management

  • Oversee the maintenance and security all documentation according to WVI standards and donor policies.
  • Manage systems policies and procedures that provide appropriate level of security and control of assets.
  • Implement efficient and effective internal control systems.
  • Coordinate programs audit in the zone.
  • Performance Management.

  • Manage Staff Performance.

  • Ensure implementation of prior audit recommendations.
  • Identify, mitigate and report Finance and support services risks.
  • Conduct Fraud and anti-corruption awareness.
  • Participate in pre-award assessments for sub-grantees and Partners.
  • Conduct orientation of staff on internal controls, procedures and processes.
  • Coordinate orientation of partners on internal controls, procedures and processes.
  • Coaching and Mentoring of the finance and support services staff in the Zone.
  • Process Improvement & Partnership
  • Analyse and identify all context related challenges negatively impacting finance operations
  • Partner with vendors, Zonal & Base Managers to understand processes
  • Develop business cases to improve processes
  • Liaise with National Office leadership for considerations
  • Collaborate with Operations team to improve their efficiency
  • Closely collaborate with the Grants Finance Manager in ensuring accurate charging of allocated support costs to grants.

Capacity building and Staff Management

  • Provide leadership to field finance team
  • Oversee orientation and onboarding process for all staff and partners on contextualised field finance matters
  • Coaching and training for field finance team with a clear plan and intention to get them autonomous
  • Share and replicate finance management best practices with the project teams in order to ensure improvement in financial management

Field Audit Coordination and Compliance

  • Prepare and assist with developing audit schedules for the annual audit.
  • Suggest improvements in processes to increase organizational effectiveness
  • Coordinate and support execution of Internal, External, and GC audits, resulting in no adverse audit results.
  • Conduct orientation of staff on internal controls, procedures and Fraud and anti-corruption awareness training when needed.
  • Regularly review and implement efficient and effective internal control systems.
  • Review and implement prior audit recommendations.
  • Identify, mitigate and report Finance and support services risks

Knowledge/Qualifications For The Role

Required Professional Experience

  • Minimum of 5 years of finance and accounting experience, including finance, accounting, audit, and analysis (including gathering, evaluating, presenting, and reporting financial information to management and external stakeholders).
  • At least 5 years of valuable experience working in fragile and complex context
  • Good knowledge and understanding of humanitarian and response work

Required Education, training, license, registration, and certification

  • Bachelor’s degree in accounting or finance. ( MBA Preferred)
  • CPA or ACCA required.
  • Minimum of 5 years of finance and accounting experience, including finance, accounting, audit, and analysis (including gathering, evaluating, presenting, and reporting financial information to management and external stakeholders).
  • Experience managing statutory and donor audits
  • Demonstrated high proficiency levels of Sun Systems

  • Field Based Position

  • HEAT Training, and ability to travel to the field
