Procurement Regulatory & Stakeholder Manager

The ScottishPower Procurement function has responsibility for managing delivery of all procurement activity in support of all Corporate and Business areas of ScottishPower.

Working with the UK and Global Procurement teams, liaising closely with the SP Energy Networks business and engaging with key external third parties, the Procurement Regulatory Manager will have a key role in managing and contributing to the definition of procurement activity and approaches to support the delivery of future SPEN Business Plans.

The post holder will be expected to take the lead in supporting the SPEN Business Plan development from a Procurement perspective and identify strategies that support the business plans to drive a competitive supply chain environment, optimise efficiency in the procurement process, and deliver a security of supply to meet the agreed business strategy.

The role will retain the responsibility for the implementation and ongoing management of the SPEN Local Contract Centre delivery. 

What you'll be doing

  • Contribute to the development of the Procurement Plan for business plan submission to OFGEM for price control periods, including RIIO-T3 and ED3, and any subsequent re-openers
  • Identify, assess and manage risk to support delivery of business plans, implementing processes to support and monitor to the delivery of the agreed plans alongside key business contacts
  • Implement and manage the SPEN Local Contract Centre delivery. 
  • Develop and co-ordinate with internal stakeholders on a strategic approach to enquiries and initiatives raised by external stakeholders (OFGEM, DESNZ, etc) and develop detailed responses.
  • Represent and be an ambassador for ScottishPower/Iberdrola Procurement in external engagement with other UK Transmission and Distribution Licence Operators and government bodies (Department for Energy Security and Net Zero (DESNZ)) and deliver positive influence.
  • Identify  supply chain capacity opportunities through alternative sourcing strategies such as long term contract re-negotiation, extensions and aggregation of demand across multiple business areas
  • Advise the business on future Procurement strategies supporting business plan submissions (eg Advance Procurement Mechanism) and support implementation, while ensuring all internal and external legal, regulatory and compliance requirements (e.g. Procurement Regulations, TUPE legislation, GDPR, Modern Slavery, Cyber Security, Credit Risk, Sustainability and Business Separation requirements) are catered for.
  • Provide relevant information to the Procurement Category Managers

What You'Ll Bring

  • Educated to degree level in a commercial, technical or procurement discipline
  • Membership of CIPS ideally to Level 4
  • Experience of leading large and complex contract negotiations
  • Knowledge of general and specific contractual terms & conditions
  • Ability to influence a wide range of stakeholders, including key external suppliers as well as local and global internally 
  • Strong team leadership and ability to build a team whilst also being a team worker; experience of leading a multi-functional project team desirable
  • Expert knowledge of best practice procurement principles, practices and processes including both tactical and strategic procurement principles
  • Strong level of numerical analysis capabilities
  • Proven ability to build credibility, independently and constructively challenge senior leaders, peers and others
  • Able to provide a high level of service to customer while being a point of challenge and providing governance on key areas of compliance
  • Ability to coach, mentor and develop skills and enhance performance of team members
  • Ability to produce strategies and plans that balance competing priorities
  • Ability to interact with supply base, assess information and develop procurement strategies and propose alterations to business activity
  • Requirement to assess information, both numerical and written and produce sound conclusions to be communicated with wider business and senior management
  • Expert knowledge in business area and specific contractual terms
  • Ability to succinctly explain complex and detailed commercial issues and interactions to give full understanding to senior managers to reach business decisions
  • Ability to evaluate, develop and recommend solutions to complex commercial issues in order to mitigate the threat to the achievement of ScottishPower’s objectives in light of changing commercial stance by key counter-parties
  • Flexibility and ability to manage multiple, conflicting and changing priorities of workload for team and self and satisfy expectations of internal customers and external parties

Minimum Criteria

  • Strong level of numerical analysis capabilities
  • Background navigating complex organisational structures and regulatory frameworks

  • Excellent influencing skills at senior levels
