Government Proposal Manager
The Proposal Manager plays a critical role in securing new business for the Boston Dynamics government team by leading the planning, development, and submission of compliant, compelling, and winning proposals in response to U.S. and international government solicitations (RFPs, RFQs, BAAs). Working closely with internal stakeholders, this role ensures that all proposal activities are executed efficiently and meet customer and internal requirements.
Key Responsibilities:
- Lead the full lifecycle of proposal development, from kickoff through final submission, including managing timelines, content development, internal reviews, and production.
- Interpret and analyze solicitation documents (RFPs, RFIs, RFQs, etc.) to develop compliance matrices, proposal outlines, and content plans.
- Collaborate with Sales Leaders to develop win themes, discriminators, and key messaging aligned with customer needs.
- Facilitate solution development meetings and storyboard sessions to shape content and strategy.
- Ensure proposals are compliant with solicitation requirements, corporate standards, and government regulations (e.g., FAR, DFARS, ITAR).
- Maintain proposal content libraries, templates, boilerplate, and past performance databases.
- Support continuous improvement of proposal processes, tools, and best practices.
- Lead or support post-submission activities such as clarification responses, best and final offers (BAFOs), and debriefs.
- Establish and enforce process governance standards to maintain operational discipline and audit readiness.
Qualifications:
- Bachelor’s degree in Business, Communications, Engineering, or a related field.
- 5+ years of experience managing U.S. Government or international defense proposals, preferably in a defense or aerospace industry environment.
- Deep understanding of the federal acquisition process and contract types (FFP, CPFF, IDIQ, OTA, etc.).
- Strong knowledge of proposal development tools and methodologies (e.g., Shipley or APMP best practices).
- Proven ability to lead cross-functional teams under tight deadlines with minimal supervision.
- Excellent written and verbal communication skills, with high attention to detail.
- Proficient in Microsoft Office Suite (Word, PowerPoint, Excel), SharePoint, and proposal collaboration platforms (e.g., Microsoft Teams, Adobe Acrobat).
- APMP certification (Foundation or Practitioner level) preferred.
- Familiarity with international defense contracting and export control compliance (ITAR/EAR).
