Description Of Duties:
Objective of the Department
The Information Technology Services Department (ITS) provides leadership and direction in deploying information and communication technologies and systems to support the Pan American Health Organization/Regional Office of the Americas of the World Health Organization (PAHO/WHO) in fulfilling its mandate. ITS establishes and maintains strategies, policies, standards, and procedures to ensure the effective and efficient provision of information and communication services in a geographically dispersed environment.
Purpose of the consultancy
Under the overall supervision of the Director of ITS, the information technology professional is responsible for coordinating and delivering the ITS Program. She/he is primarily responsible for: 1) Overall Project Management, stakeholder coordination, and technology delivery, including architecture, design, development, and rollout of ITS projects; 2) Working closely with the ITS teams to future-proof existing solutions and identify opportunities for new and emerging technologies and their relevance and implications specifically for business stakeholders; 3) Providing a future roadmap and plans for ITS solutions.
Statement Of Work:
The Program Manager Consultant is responsible for the following:
Ensure comprehensive program monitoring alongside tactical planning, organization, direction, and reporting through the monitoring and evaluation of progress, while preparing regular and timely reports for the ITS Management team and PAHO stakeholders. In close collaboration with the heads of units, identify the technical team members to be assigned to the projects within the Program to ensure that the deliverables are completed within budget and on schedule while meeting the established business, technical, and quality requirements; define the tasks and necessary resources for the project. Manage the architecture, design, and development of the Program and relevant interfaces, defining the scope, goals, and deliverables while ensuring best practices for the delivery of scalable and high-quality software. Defining the program's governance arrangements, ensuring the delivery of new products or services from projects is to the appropriate level of quality, on time and within budget, in accordance with the program plan and programme governance arrangements. Manage project scope, resources, and expectations in balance with project budgets and resource allocation to meet scheduled milestones, control the quality of deliverables, and manage risks to the program's successful outcome. Resolve operational issues as appropriate, manage third-party contributions to the program, and establish a service level commitment. Ensure that relevant procedures and practices are followed by the different project teams in line with industry best practices, policies and frameworks, including effective quality assurance and the overall integrity of the program. Recommend Transformation and Information Technology strategies, policies, and procedures by evaluating existing systems and business processes, identifying opportunities for New and Emerging technologies in line with global trends, and interoperability within the landscape for the organisation's effectiveness and efficiency. Produceproduct road maps, develop future and tactical plans to achieve the desired outcome, in line with the Business direction and Enterprise Architecture goals. Facilitate smooth turnover/rollout of projects to the business and coordinate Change Management activities with the relevant Business product and process owners. Build effective work relationships and ensure effective and timely communication among key project stakeholders, all internal and external partners. Perform any other duties as may be assigned.
Qualifications
- Advanced degree in Computer Science or other related fields from an accredited institution.
- At least 13+ years of relevant professional experience, with significant exposure to:
- Multi-year IT project management.
- Program Management for IT projects
- Software development process continuous improvement.
- Systems analysis and design.
- Customer experience best practices and techniques
- Managing team(s) of technical personnel
Requirements
- Proven expertise in technical program and project management, with experience managing large-scale, cross-functional technology initiatives.
- Strong knowledge of the Agile framework; Scrum or SAFe certification is a plus.
- Experience with IT project management, ideally with exposure to ERP and automation solutions.
- Familiarity with program management methodologies; PMP or PgMP certification is desirable.
- Skilled in breaking down high-level requirements into detailed functional and non-functional requirements with minimal oversight.
- Confident with interface specifications, running queries, and conducting high-level technical analysis to drive discussions effectively.
- Demonstrated ability to influence at all levels of the organization and work effectively in a matrixed environment.
- Highly organized and adept at balancing multiple priorities in a fast-paced, deadline-driven setting.
- Proven experience working with multiple global stakeholders.
- Exceptional written and verbal communication skills, able to convey complex information in a clear, concise manner.
- Previous experience with a UN organization is preferred.
- Ability to work independently without direct supervision.

Salary: Band C of International PAHO Consultant (IPC-Band C) (daily rate range $369 - $449 US)
