Description Of Duties:

Objective of the Department

The Information Technology Services Department (ITS) provides leadership and direction in deploying information and communication technologies and systems to support the Pan American Health Organization/Regional Office of the Americas of the World Health Organization (PAHO/WHO) in fulfilling its mandate. ITS establishes and maintains strategies, policies, standards, and procedures to ensure the effective and efficient provision of information and communication services in a geographically dispersed environment.

Purpose of the consultancy

Under the overall supervision of the Director of ITS, the consultancy will support the ITS team in utilising data, analytics, and AI to generate business value, promote a data-driven culture, and ensure the effective governance and use of data assets and ecosystems across PAHO.

This includes the creation and management of data and analytics strategy and operating model. The consultancy will coordinate the establishment and operation of a Data and Analytics (D&A) function, build trust and manage data, evolve technology capabilities, and develop a D&A culture inside PAHO.

Statement Of Work:

The Data, Analytics and AI Consultancy is responsible for the following:

  •  Assist ITS in defining data, analytics, and AI strategy, including vision, drivers, and outcomes. Coordinate the creation of the D&A strategy in collaboration with relevant stakeholders.
  • Together with the ITS Director, define an operating model for data, analytics, and AI that aligns with the capabilities and competencies needed to implement the strategy. The operating model includes the ecosystem, architectures, and delivery model.
  • Work with ITS, country offices, and technical departments to ensure data is managed as a business asset, is AI-ready, and that the value derived from these data assets is tracked and measured. Communicate the tangible business value generated from data, analytics, and AI initiatives to stakeholders and executives.
  • Create and oversee a centralized data management and data engineering service for sharing certified data products to guarantee quality, traceability, timeliness, usability, and cost-effectiveness.
  • Define delivery models, methods, and practices for developing data, analytics, and AI products to ensure consistent application and usage of data and analytics solutions, including data science.
  • Establish and sustain trust in AI-ready data assets by implementing governance mechanisms for data, including fostering data stewardship across business data domains. This involves collaborating with other leaders who share responsibility for data, such as technical areas, security, risk, and compliance leaders.
  • Monitor the ethical and responsible use of data and algorithms used for artificial intelligence, analytics, and automated decision making. Develop guidelines and practices that prevent misuse of data and protect individual privacy, going beyond regulatory and compliance requirements.
  • Collaborate with other ITS units to develop a data-driven culture, enhancing related competencies, behaviors, and data and AI literacy across PAHO. Coordinate these transformation efforts by developing D&A talent and maturing the organization’s D&A capabilities.
  • Coordinate data-driven innovation across the enterprise, including exploring, adopting, and exploiting artificial intelligence. Identify new forms, types, and sources of data to enable business value innovation and support new use cases. Monitor emerging skills and technologies, with a focus on accelerating business innovation and transformation.n.
  • Do research, strategy creation and development of new data and analytics products or services to help the organization achieve its mission.

Qualifications

  • Advanced degree (master’s or PhD) in Data Science, Computer Science, Information Systems, Engineering, Statistics, or related field; MBA is preferred.
  • Minimum 15+ years of progressive experience in data, analytics, and technology roles required.
  • Experience supporting enterprise-wide data governance programs and AI capabilities.
  • Success record in supporting organizational transformation initiatives.
  • Strong expertise in data governance, data quality management, master data management, and data products.
  • Understanding of AI and machine learning applications in IT and healthcare operations.
  • Experience in fostering Human-AI Collaboration and Change Management
  • AI and Machine Learning Proficiency with GenAI exposure.
  • Entrepreneurial agility in delivering innovation, operational efficiencies, and creative ways of solving data and insight gaps through data strategy execution
  • Knowledge of healthcare data sources, patient analytics, and healthcare professionals targeting models
  • Experience with cloud-based analytics platforms and modern data architecture

Requirements

  • Defining and implementing global Data Governance requirements and frameworks, ensuring key capabilities and controls are implemented to enable efficient data accuracy, accessibility and consistency of use globally.
  • Leading activities related to the Consulting Data Governance strategy, including Metadata Management, Data Lineage, Master Data mgmt., Data Quality, Data Architecture, and Informing Data Product Development Priorities.
  • Sharing and adopting best practices, external and internal in Data Governance, Data Management, Stakeholder Management, Project Management and Change Management.
  • Collaborating with functional and technical team members (e.g. SMEs in HR, Finance, Procurement and IT) to prioritize and pursue the business and technical initiatives in the roadmap to achieve a global data strategy.
  • Enabling BCG leaders to make relevant decisions (e.g. trade-offs and prioritization) to implement the global strategy defined for Consulting Team Talent data.
  • Developing analytics, frameworks and KPIs to drive a step-change in Data Quality Issue management, Data Security, Data Profiling and Data Governance maturity.
  • Adopting new technologies like GenAI to maximize data value potential.
  • Ensuring adherence to relevant data policies, standards, and guidelines, and maintaining relevant Data Governance artefacts across the data domain (for example, the Data Catalog, classification, and data quality standards of data elements).
  • Communicating with senior executive teams the importance of the data strategy for the success of PAHO.

Salary: Band C of International PAHO Consultant (IPC-Band C) (daily rate range $369 - $449 US)
