General Description

The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration, seeks an experienced Administrative Assistant to perform routine to complex (journey-level) administrative support for the Critical Infrastructure Division. Work involves providing internal administrative support including disseminating information, assisting with maintaining filing systems, and preparing and editing reports and documents. May provide guidance to others. Works under general supervision of the Division Support Section Manager, with moderate latitude for the use of initiative and independent judgment.

Essential Job Duties

  • Prepares, edits, and distributes correspondence, reports, studies, forms, and documents for the Division Support Section Manager.
  • Responds to inquiries regarding open record and public information requests with respect to the division's technical programs, administrative processes and procedures, and regulatory activities.
  • Edits, explains, and disseminates information concerning agency programs and procedures, specifically online content.
  • Supports the Division Support Section Manager with the coordination of meetings, conferences, and seminars, and prepares related materials for these types of events.
  • Assists the Division Support Section Manager with organization and filing of ad-hoc submittals, reports, and business planning documents per the commission’s retention schedule.
  • Assists Critical Infrastructure Division (CID) headquarters support staff and/or Regional Office staff as needed, to include maintenance of CID activity files, report queries and updating procedure manuals.
  • Assists with maintaining, updating, locating, and identifying CID files, including support of ongoing filing projects as needed.
  • Maintains and updates staff rosters, maps, assignment charts and report obligation charts.
  • May be required to stand for long periods of time while making copies and performing filing tasks.
  • Must have physical ability to lift boxes up to 20 lbs. effective verbal, written, and telecommunication skills, ability to handle multiple tasks.
  • Updates procedure manuals and training modules, as needed, to fit business needs. Performs additional work assignments, to maintain production workflow.
  • Assignments may include support of other Regional Offices’ business processes. Performs related work as assigned.

Qualifications

 

Minimum Qualifications

  • Graduation from a standard senior high school or GED.
  • Two or more years’ experience in professional administrative support work. 
  • Experience and education may substitute for each other on a year-for-year basis.
  • Experience with computers and adept at using Excel, Word, and other Microsoft programs.
  • Must have a valid Texas driver's License and a good driving record.
  • Must be willing to work 8:00 AM – 5:00 PM Monday through Friday.

Preferred Qualifications

  • One year of experience in business office practices and communicating rules, policies, and procedures.
  • One year of experience in composing business documents with effective use of grammar, reading and comprehension, and appropriate audience content.
  • Experience directly supporting a senior-level manager or director.
  • Experience editing and posting online content for an agency-level website.
  • Experience maintaining digital and hardcopy records and updating and organizing filing systems.
  • Knowledge of oil and gas operations and familiarity with Railroad Commission rules and regulations

Knowledge, Skills, and Abilities

  • Working knowledge of basic/high-school level mathematics. Knowledge of professional protocol.
  • Skill in attention to detail and in providing accurate information. Skill in operating standard office equipment.
  • Skill in organizing information.
  • Ability to accurately file documents, retrieve files, and pack files. Ability to operate a computer, Word, Excel, email, and databases. Ability to follow brief verbal and written instructions.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to listen, understand, and relay material clearly and concisely, both orally and in writing. Ability to work well under pressure and be flexible.
  • Ability to maintain professional appearance and demeanor. Ability to maintain punctuality and keep regular attendance.
  • Ability to work effectively on a team, individually and as a member. Ability to exercise tact and courtesy.
  • Ability to stoop, reach low and high, push and pull heavy file drawers and/or cart, and lift, carry and move up to 25 lbs.
  •  Ability to maintain an initial set work schedule of 8:00 AM – 5:00 PM Monday through Friday.

Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan.  Alternate work schedules may be discussed with the hiring manager during the interview process.
