The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

Position Overview: The Division of Educator Data, Research, and Strategy (EDRS) provides analytical leadership and support for departments across the Office of Educator Systems and Support. EDRS supports the Educator Preparation, Certification, and Enforcement (EPCE) department in the collection, reporting, and analysis of data related to the preparation and certification of educators, the oversight of educator preparation programs (EPPs), and to support the State Board for Educator Certification (SBEC).

The Senior Analyst for Educator Preparation, Certification and Employment plays a critical role in providing usable, useful, and timely information on the Accountability System for Educator Preparation (ASEP), which is enabled through Texas Education and Administrative Code. This person does this by using SAS, Stata, SQL, PowerBi, and Excel to develop efficient processes to execute ASEP evaluations annually. This includes the production of key data throughout the year to aid communication of progress with Educator Preparation Programs across the State of Texas. To do this, this analyst maintains a robust set of SAS programs to produce new data that support accreditation outcomes for Educator Preparation Programs. They work closely with the System Analyst on the team to ensure that key data are delivered and accessible to Educator Preparation Programs and with the Data Analyst on the team to ensure that annual dashboards are updated and usable by constituents external to TEA. This analyst co-designs, leads, and conducts descriptive and advanced analytic analysis to support the continuous improvement of the Accountability System for Educator Preparation. This skilled analyst leads the design, production, and maintenance of key data warehouse files for ASEP enabling more efficient production annually and opening the door for evaluation of the ASEP system. The person in this role works with the EDRS-EPCE director to align policy in Texas Administrative Code with existing data practices. The person makes use of Smartsheet and other specialized TEA systems to manage their own project load.

This professional works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

1. Data Production for Accountability System for Educator Preparation: Update all SAS programming to align Accountability System for Educator Preparation Texas Administrative Code with the execution of the evaluation; Execute analytic, evaluative, and data visualization data projects for Accountability System for Educator Preparation leveraging SAS, Stata, PowerBi, HTML, and SQL programming to do so; prepare data in formats that allow for use by key stakeholders including TEA colleagues, Educator Preparation Programs, the State Board for Educator Certification, and the public; Develop, propose, and implement data specific solutions when Texas Administrative Code 
2. Accountability System for Educator Preparation Data Subject Matter Expert: Serves as a subject matter expert for internal and publicly available data from the Accountability System for Educator Preparation; coordinates with the Systems Analyst on the EDRS-EPCE team to identify opportunities for improvement in the Educator Certification Online System (ECOS) to ensure key data are available for use in the evaluation system; coordinates with the EDRS-EPCE and EDRS directors to align ASEP 
3. Accountability System for Educator Preparation Evaluation: Propose, design, plan, and implement a robust research and program evaluation agenda for the Accountability System for Educator Preparation; develop applied work that leverages analytic approaches supporting continuous improvement efforts
4. EDRS-EPCE Client Work: Execute end-to-end project management of assigned projects for the Educator Preparation and Certification teams at TEA using Smartsheet, Scope of Work Documents, and project management techniques; Perform analytic, evaluative, and data visualization data projects for the Educator Preparation and Certification teams at TEA leveraging SAS, Stata, PowerBi, HTML, and SQL programming to do so; provide consultation and strategic support for data use as requested
5. Quality Control: Design, automate, review and act on feedback from quality control procedures to ensure accuracy for the Accountability System Evaluation; oversees and conducts quality review of other EDRS data products to provide constructive critique of others’ work;  Deliver standard quality control and/or user acceptance testing feedback when requested; Request standard quality control and/or user acceptance testing on work produced outside of the Accountability System for Educator Preparation; Provide feedback and coaching for EDRS members who seek coding support
 

 

Qualifications

 
  • Minimum Qualifications
  • • Education: Graduation from an accredited four-year college or university
  • • Experience: At least four (4) years of experience in data analytics, research, compilation, or reporting work  
  • • Substitutions: An advanced degree may substitute for two years of required experience

Other Qualifications
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military 
• Knowledge of advanced statistical processes and large data set use in fields including education policy research, econometrics, demography, education efficacy, data science, or predictive analytics 
• Skill in using statistical software, including advanced skills in SAS
• Sophisticated knowledge of programming techniques and languages used in relational databases, including SQL
• Advanced knowledge in developing tools in business intelligence software, including PowerBI
• Ability to plan, organize, and manage multiple work streams and projects with minimal supervision
• Knowledge of research methods, principals, and philosophies, and experience with implementing of research processes including writing and dissemination activities
• Ability to gather qualifications and delimiters from multiple stakeholders and incorporate them into analyses
• Experience with leading a team of researchers and technicians to collaborate in completing a research project is preferred 
• Experience in maintaining effective working relationships with a variety of individuals and groups
• Familiarity with interpreting statutes, administrative codes, written policies, and research or data documentation; Texas Administrative and Education Code preferred
• Familiarity with accountability systems or the Texas Accountability System for Educator Preparation preferred
• A desire to self-reflect, give/receive feedback and continuously improve
