The PPD High Rigor Projects Manager will report to the Project Delivery Division Manager (PPDM) within the MSTS Project Planning & Delivery Directorate (PPDD).  

Key Responsibilities

• Serve as the Project Portfolio Manager for all complex, non-line-item Nevada National Security Site (NNSS) construction projects; responsible for leadership of a project team tasked with delivering complex projects. 
• Direct and manage a team of project managers tasked with delivering projects during development, design, pre-construction, construction, and close-out phases of complex projects.
• Aid the Project Delivery team by coordinating the efforts of internal, consultant, and contract personnel, as needed; requires working knowledge of project management techniques, including development of project scope, budget, and schedule; ability to determine work priorities, standards, techniques, and appropriate guidelines.
• Support the achievement of organizational goals and objectives, embracing the company’s core values and expected behaviors with a commitment to operational excellence.
• Implement and coordinate efforts to find efficiencies, and control and reduce the cost of operations within the assigned Division and at the site. 
• Demonstrate environment, safety, health, and quality leadership and consistently enforce environment, safety, health, and quality policies and procedures across the assigned Project Delivery Division within the PPDD.
• Aid in the development, planning, and implementation of effective baselines, with consistent milestone identification, for successful project execution.
• Aid project managers in the change management process, reviewing project scope for alignment with proposed changes, ensuring effective communication with program counterparts; reviewing project artifacts.
• Coach project managers through implementation of Earned Value Management System (EVMS) principles during the execution of projects.
• Ensure projects are adequately prepared and progressed through the Construction Acceleration Planning Process (CAPP) Phase Gate process.
• Provide regular and periodic reporting of project status.
• Ensure that program requirements are met.
• Ensure Integrated Project Team (IPT) effectiveness for the high rigor projects under their purview.
• Drive a continuous improvement mentality and actively encourage the use of lean principles within areas of responsibility; champion the Project Planning & Delivery (PPD) lessons learned program and its application to the projects.
• Actively assist in defining competencies and skills required to develop and accomplish services.
• Anticipate risks and assure that those risks inherent in project delivery are identified, mitigated and/or controlled, and ultimately dispositioned.
• Promote and actively participate in integrated health and safety programs. Encourage and support employees’ participation in health and safety initiatives.
• Maintain staff by recruiting, selecting, orienting, and training employees; maintain a safe, secure, and legal work environment; develop personal growth opportunities and opportunities for staff development based on observed competencies and abilities of assigned staff.
• Accomplish staff goals and deliver results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards. 
• Develop and communicate process and approach to ensuring company policies and procedures are followed. 
• Assist with establishing strategic goals by gathering pertinent business, financial, service, and operations information; identifying and evaluating trends and options; choosing a course of action; defining objectives; evaluating outcomes. 
• Accomplish financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
• Maintain quality service by enforcing quality and customer service standards; analyzing and resolving quality and customer service problems; identifying trends; recommending system improvements.
• Perform all other duties as assigned by the PPDM.
• Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
• At least 5 years of previous supervisory experience is desired.  
• Advanced degree in a STEM or business field is desired.
• Must have knowledge and skills sufficient to lead the development of key project elements such as scope definition, schedule, cost, and risks; must possess a strong understanding of program/project management concepts.
• Advanced working knowledge of Earned Value Management System (EVMS), G2, and other Nevada National Security Administration performance management tools is preferred.
• Experience managing teams of project and program management professionals and a demonstrated ability to coach, mentor, and foster teamwork.
• Demonstrated ability to resolve problems, manage conflict, and provide constructive feedback.
• Advanced writing and presentation skills required, with the ability to synthesize and present complex information for easier understanding, exercising a high degree of accuracy.
• Treat all information and data within the scope of the position with appropriate confidentiality and security.
• The primary work location will be at the Losee Road facility in North Las Vegas, Nevada. 
• Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
• Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
• Must possess a valid driver’s license.
• 5 years of additional experience, beyond the above minimum, is preferred.
• Work at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada) is also required on a routine basis (up to 50% of the time) in support of the functions of this position.   

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $151,881.60 - $243,006.40.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
