THIS IS A CASUAL POSITION WORKING A MAXIMUM OF 900 HOURS PER CALENDAR YEAR.
Our NNSS Talent Acquisition team is seeking an experienced Senior Principal Recruiter (Senior Principal Human Resources Specialist) to work with the Hiring Managers and team on routine business requirements and strategic initiatives.
Under the direction of the Talent Acquisition Manager, and in close partnership with the existing recruitment team, the Senior Principal Recruiter in this role is responsible for managing and fulfilling recruitment needs including sourcing, interviewing, and hiring top talent for the company. This individual will assist in leading the daily workflow of the Talent Team as well as mentor other recruiters. This individual will help design, implement, and monitor improvements to the recruitment process. The Senior Principal Human Resources Specialist will proactively and autonomously recommend well-researched, innovative ideas for increasing the pipelines of diverse and quality candidates. This role will develop and manage key relationships with internal stakeholders, external vendors, and will provide consistent, strategic counsel to hiring managers.
The ideal candidate will have a proven track record of effectively collaborating with senior leaders and a demonstrated ability to mentor a team of recruiters.
Key Responsibilities:
Recruitment Strategy
- Lead full life-cycle recruitment and internal mobility process across NNSS’s multiple offices.
- Proactively create and maintain cooperative relationships with NNSS departments to foster collaboration and ensure that fair, compliant, and equitable employment practices are followed.
- Understand internal stakeholders’ most pressing hiring needs, prioritize initiatives, and design sourcing strategies to hire top talent.
- Efficiently utilize Oracle Fusion HCM for requisition and candidate management. Ensure applicants are dispositioned according to OFCCP guidelines.
- Provide strategic counsel, recommendations, and recruitment metrics to hiring managers and department leads.
Leadership
- Coach, motivate, and assist with growing the Talent Team.
- Proactively seek to remove roadblocks inhibiting recruitment team success and provide recommendations for efficiency.
- Educate hiring managers and other employees about role requirements and market conditions to ensure successful recruitment and placement of diverse, qualified candidates.
- Manage expectations by communicating project status and issues, resolving concerns, analyzing time and cost issues, and preparing reports.
- Prepare reports by collecting, analyzing, and summarizing data and trends.
- Stay abreast of HR trends and regulations and makes recommendations for continuous improvements.
Research And Evaluation
- Ensure regular communication with Human Resources and hiring teams on recruitment metrics, trends, labor market data, and other impactful measures that impact the sourcing and selection of talent. Articulate the successes as well as the potential barriers to success in both the short and long term.
- Evaluate the effectiveness of recruitment process, research market conditions, and recommend necessary course corrections and adjustments to ensure hiring objectives are punctually met.
Full Lifecycle Recruitment
- Carry requisition load for senior positions, specialized roles, and in surge situations.
- Recruit and provide talent acquisition support for workforce planning, forecasting, succession planning, and recruiting strategies. Makes sound recommendations to hiring managers regarding the talent acquisition process and candidates. Champion HR best practices while facilitating a positive relationship between personnel, employment candidates, partners, and senior management.
- Partner closely with hiring managers to deeply understand business units and positions requirements, key skillsets and how they fit into the organization, to inform search strategies to deliver qualified candidate slates.
- Execute search strategies across all candidate channels: Applicants, employee referrals, direct sourcing, and networking.
- Find, engage and activate passive candidates using best practices in candidate sourcing, such as Boolean, social media, research and market mapping, networking, LinkedIn Recruiter and resume databases, and alternative search techniques.
- Conduct thorough screens to assess candidate fit for NNSS and posted positions; provide a best in class candidate experience.
- Present and make candidate recommendations to the hiring leaders and client-facing recruiters to initiate the formal interviewing process; provide a seamless transition from sourcing to client-facing recruiter.
- Provide real-time market sensing to the client-facing recruiter and hiring leaders regarding skillset viability that could impact time-to-fill; provide alternative solutions and research adjacent industries that could be applicable; ultimately act as a trusted SME regarding competitor and market dynamics relative the positions assigned.
- Accountable for reporting and administrative functions related to the role (candidate slate reports, job description editing, candidate presentations, etc.).
- Conduct all recruiting assignments and activities in compliance with OFCCP and AAP programs, company policies, and government regulations.
- May provide coaching on areas of expertise.
- May represent NNSS in community and at recruiting events; ability to travel up to 15%.
Due to the nature of our work, US Citizenship is required for all positions.
- Bachelor’s degree in related field and at least 12 years of professional level experience, or equivalent training and experience.
- Experience with Department of Energy (DoE), Department of Defense (DoD), Intelligence Community (IC), and other National Security organizations preferred.
- Experience supporting federal government contractor laws and regulations (OFCCP) highly desired, or experience in a government contracting environment.
- Knowledge of state and federal employment laws, related government regulations, professional “best practices”, and industry trends as they apply to all HR staffing functions and responsibilities.
- Demonstrated ability to develop and maintain strong and effective relationships with customers and internal senior management and staff; comfortable supporting customers with ever-changing requirements and occasional ambiguity.
- The highest standards of conduct and integrity are expected in past work experience, while working in an ever changing and complex environment.
- Effective verbal and written communication and interpersonal skills; communicate at all levels internally and externally; handle sensitive and confidential data relative to an HR function; exercise clarity and directness in all forms of communication.
- Must possess excellent communication skills on technical and non-technical topics.
- Computer skills with Microsoft business applications software, staffing software packages (Oracle Fusion Cloud HCM preferred), Internet sources, and other HRIS staffing systems.
- Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change) in North Las Vegas.
- This is a Casual Position working a maximum of 900 hours per calendar year.
- This position offers the potential to transition into a full-time role for the right candidate.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

- Preferred: Bachelor’s degree in human resources or related field and at least 12 years of recruiting experience. Direct experience should include demonstrated skills in talent acquisition, recruiting, screening, interviewing, and recruiting tools (HRIS and ATS).
- We are seeking 8+ years specifically in corporate HR recruiting function; successful track record of delivering qualified and vetted candidates by aligning them to position requirements for optimal fit.
Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary rate for this casual position is: $117,426.20 - $182,010.60.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
