Experience:

At least five (5) years of progressively responsible skilled journey-level work experience in one or more building trades or maintenance areas, including at least three (3) years in a lead or supervisory capacity over skilled and semi-skilled workers.

School district experience is highly desirable.

Training:

Associate degree or 60 semester units from an accredited college or university with coursework in supervision, communication, building codes, or related fields or high school graduation/equivalent plus an equivalent combination of education and experience providing the required knowledge, skills, and abilities.

Specialized training in building trades, maintenance management, or a related field is desirable.

Bilingual (oral and written) Spanish preferred.

License Or Certificate:

Valid California Class C Driver’s License must meet District vehicle and liability insurance requirements.

Valid First Aid and CPR certificate.

Ability to pass the District lifting exam.

May be required to obtain additional job-related certificates after appointment (e.g., power actuated tool, forklift, asbestos).

Currently we have one open position that serves River Delta USD. We are located 12 miles from Antioch, 20 miles from Fairfield, 21 miles from Dixon, 23 miles from Lodi and Galt, 24 miles from Elk Grove, 29 miles from Vacaville.

Work Schedule:

12 Months a year

Monday - Friday

  • Classified Management & Confidential Employees Salary Schedule
  • Range 13 : $68,498 - $84,246  annually - exempt
  • Placement dependent on verifiable years of experience. 
  • Five years of credit may be granted for experience. 
  • Placement requirement may be waived by the Board of Trustees.

Benefits up to $1500 monthly, towards the purchase of District sponsored benefits.

Mission Statement

River Delta is a K-12 district with an enrollment of 1,880. The District has 8 small schools: (4) K-6 elementary schools; (2) middle schools; and (2) high schools serving the communities of Clarksburg, Hood, Courtland, Walnut Grove, Ryde, Locke, Isleton, Rio Vista, Birds Landing, and Collinsville.


The River Delta Unified School District sits in three counties – Sacramento, Solano, and Yolo. Although it is a tri-county district, it is served by the Sacramento County Office of Education.

Job Description

Supervisor Of Maintenance & Operations

Definition

To supervise Maintenance, Grounds, and Operations activities, including assigning, supervising, and participating in the work of grounds maintenance, building maintenance and custodial services; to coordinate assigned activities with each school site and the District Office.

Under the general direction of the Director of Maintenance, Operations, and Transportation (or the Assistant Superintendent of Business Services), the Supervisor of Maintenance, Operations, and Grounds plans, organizes, coordinates, schedules, supervises, and evaluates the maintenance, repair, custodial, and groundskeeping operations of the District. This position is responsible for delivering safe, efficient, and cost-effective services across all district facilities and grounds. Duties include managing work orders and deferred maintenance programs; overseeing multiple trades (electrical, mechanical, carpentry, plumbing, painting, HVAC, locksmith, roofing, welding & sheet metal, floor covering, and masonry); ensuring compliance with all applicable federal, state, and local laws and regulations; and maintaining rigorous standards of quality, safety, and accountability.

This position carries significant responsibility for safeguarding District assets, coordinating emergency response, and providing leadership and technical expertise to a diverse workforce.

Supervision Received And Exercised

Receives general direction from the Director of Maintenance, Operations, and Transportation or Assistant Superintendent of Business Services.

Exercises direct supervision over maintenance, custodial, and grounds staff; may oversee contracted services and substitute personnel.

Distinguishing Characteristics

This is a single-incumbent exempt supervisory classification with District-wide responsibility for all building, equipment, custodial, and grounds maintenance work. The incumbent is expected to work independently and exercise considerable judgment in planning, organizing, and directing activities in a complex public school district setting.

Essential Functions And Responsibilities

The duties listed below are representative and are not intended to be an exhaustive list.

Leadership & Supervision:

  1. Plan, organize, assign, supervise, and evaluate the work of maintenance, custodial, and grounds personnel District-wide.
  2. Select, train, motivate, coach, and evaluate employees; recommend and implement disciplinary actions; ensure adherence to District policies, collective bargaining agreements, and safety standards.
  3. Serve as acting Director of Maintenance, Operations, and Transportation in the Director’s absence.

Operations Management

  1. Manage all maintenance, operations, and grounds services, including but not limited to:
    1. Landscape and grounds maintenance, irrigation, and design.
    2. Semi-skilled and skilled building maintenance: carpentry, plumbing, electrical, HVAC, painting, and locksmithing.
    3. Custodial operations, including cleaning, sanitation, and minor building repairs at sites without an assigned custodial supervisor.
  2. Be on call for all District emergencies, alarms, and after-hours/night crew response; respond to calls concerning vandalism, fires, and other emergencies; inspect sites and assign personnel to perform cleanup and related work in coordination with District personnel and local agencies.
  3. Prioritize, assign, and monitor work orders based on health and safety, urgency, budget, and staffing considerations.
  4. Inspect ongoing and completed work for quality, timeliness, and compliance with District standards; ensure necessary corrections are made.
  5. Oversee security, emergency preparedness, vandalism response, and hazardous material mitigation.
  6. Rearrange staff assignments when employee absences occur and secure substitute coverage as needed to ensure continuity of District operations.
  7. Ensure that substitute employees receive appropriate orientation and training on District policies, safety procedures, and work expectations.
  8. Manage pest control and integrated pest management (IPM) programs.
  9. Act as the Local Education Agency (LEA) designee for asbestos management (AHERA).

Planning & Budget

  1. Assist the Director in preparing preventive maintenance schedules and long-range facility plans, including Deferred Maintenance Plans, energy management plans, and emergency response plans.
  2. Assist with development and monitor the annual Maintenance and Operations budget; forecast staffing, equipment, and supply needs; monitor expenditures and implement adjustments.
  3. Provide cost estimates, bid specifications, and recommendations for major projects, repairs, and contracts.
  4. Manage inventory, purchasing, and surplus of District assets and equipment in compliance with District and state regulations.

Compliance & Safety

  1. Ensure compliance with all federal, state, and local regulations, including Education Code, OSHA, CAL/OSHA, AHERA, and hazardous materials handling.
  2. Maintain all required records and reports, including state and federal electronic reporting related to facilities, vehicles, and operations.
  3. Coordinate with local agencies, city officials, and regulatory bodies; stay current on laws and regulations affecting the department.
  4. Conduct safety inspections of facilities, equipment, and vehicles; implement corrective actions to reduce liability.
  5. Present and implement safety, accident prevention, and training programs for staff.

Construction & Contract Management

  1. Coordinate maintenance and repair projects with other District units, sites, and outside contractors.
  2. Work with contractors and consultants to schedule, monitor, and inspect remodels, relocatable buildings, modernization, and new school construction.
  3. Oversee vendor contracts, solicit quotations, and manage maintenance and service agreements.

Communication & Customer Service

  1. Confer regularly with site administrators, District personnel, community representatives, contractors, and vendors to plan, coordinate, and schedule work.

Marginal Functions:

  1. Perform related duties as assigned to ensure the smooth operation of the District’s maintenance, operations, and grounds functions.

Qualifications

Knowledge Of:

Principles and practices of effective supervision, training, performance evaluation, and labor relations.

Operations, methods, materials, tools, and equipment used in building, custodial, and grounds maintenance.

Construction trades (carpentry, plumbing, electrical, HVAC, painting, locksmithing).

Preventive maintenance and asset management practices.

Principles and practices of public-sector budgeting, procurement, and program administration.

Federal, state, and local laws, codes, and regulations related to school facilities (including hazardous materials, asbestos, and safety requirements).

Collective bargaining agreements, grievance processes, and employee relations.

Effective recordkeeping, report writing, and business correspondence.

Ability To:

Plan, organize, direct, coordinate, and evaluate multiple maintenance, custodial, and grounds programs simultaneously.

Recruit, hire, train, supervise, motivate, coach, and evaluate diverse staff, ensuring adherence to District policies and collective bargaining agreements.

Administer departmental goals, objectives, procedures, and budgets; forecast needs; and prepare clear, concise administrative, financial, and operational reports.

Analyze and solve complex maintenance and operational problems; identify alternative solutions; project consequences; and implement recommendations in support of District goals.

Research, analyze, and evaluate new service delivery methods, techniques, and technologies to improve efficiency and effectiveness.

Interpret, apply, and explain federal, state, and local laws, codes, regulations, and District policies and procedures related to facilities, maintenance, and custodial operations.

Read, prepare, and present clear and concise reports, manuals, and written instructions.

Communicate effectively, both orally and in writing, with staff, administrators, vendors, contractors, outside agencies, and the public.

Establish and maintain effective working relationships with individuals from diverse academic, socio-economic, ethnic, religious, cultural, disability, and sexual-orientation backgrounds, using tact, patience, and courtesy.

Plan, coordinate, and organize work assignments with District staff to meet deadlines while sustaining productivity despite frequent interruptions.

Exercise sound judgment, maintain mental alertness, and make effective decisions under pressure, including during emergencies or confidential investigations.

Work independently with minimal direction while maintaining consistent, punctual, and regular attendance.

Safely operate a District vehicle and travel to various sites to perform inspections.
