About The Role

Birmingham is at a pivotal moment in its journey of transformation. As Director of Property and Regeneration, you will lead the city’s property strategy, ensuring the Council’s vast portfolio delivers maximum financial, social, and environmental value.

You will drive an ambitious regeneration and asset programme, including the delivery of a £750m asset disposal target, the implementation of a best-in-class Corporate Landlord model, and the integration of housing-led regeneration. Working with investors, developers, and city partners, you will be the Council’s lead representative in the property market—championing inclusive growth, sustainability, and long-term investment in Birmingham.

Duties And Responsibilities

  • Lead the Council’s property and regeneration functions, covering development, asset management, disposals, valuations, and estate optimisation.
  • Deliver the £750m capital receipts programme by 2026 and ensure the Council’s investment and regeneration portfolio is financially sustainable and future-ready.
  • Implement a robust Corporate Landlord operating model, enhancing efficiency, performance, and governance across the estate.
  • Champion and deliver major regeneration programmes, including housing growth, estate renewal, and key city projects such as the Enterprise Zone and Investment Zones.
  • Provide clear strategic leadership on housing regeneration, ensuring new developments meet affordability, suitability, and sustainability needs.
  • Act as the Council’s principal representative to developers, investors, and partners, strengthening Birmingham’s reputation in the property market.
  • Establish and embed a performance and risk management framework for property and regeneration, ensuring transparent reporting and strong financial oversight.
  • Lead, inspire, and develop a high-performing professional team, fostering a culture of delivery, accountability, and innovation.
  • Advise and support Cabinet Members, Commissioners, and senior stakeholders with clear, evidence-based recommendations on property, regeneration, and investment.
  • Represent the Council at regional and national forums, positioning Birmingham as a leader in property-led regeneration and sustainable development.
  • Collaborate across Council directorates to ensure property and regeneration activity aligns with the Corporate Plan, Birmingham Vision, and Economy & Place Strategy.
  • Drive the integration of commercial development and housing growth, supporting inclusive economic outcomes and delivering lasting benefits for residents.
