Role Overview:
This position is responsible for compiling payroll data, certified payroll duties, accounts receivable, entering data and reconciling errors to maintain payroll records. Position coordinates payroll functions with operations, various payroll centers and payroll shared services.
Minimum Qualifications:
- High school diploma or GED equivalent.
- Ability to maintain strict confidentiality.
- 2 plus years' experience with payrolls, accounting or other business-related field.
- High degree of accuracy and attention to detail
- Organized and accurate.
Duties & Responsibilities:
- Answer employee questions related to certified payroll or other employment policies.
- Manage comprehensive reporting of AB219 public works projects, ensuring timely submission to the certified payroll team and accurate uploads to the California DIR system.
- Prepare, process, and submit certified payroll reports and employee documentation in full compliance with prevailing wage and labor regulations.
- Complete weekly payroll processing steps in a timely, efficient and accurate manner and work with supervision on discrepancies in data.
- Review, reconcile and check accuracy of timecards Input data from time sheets, production records, or individual timecards to computerized payroll system. Reconcile timecards to active employees.
- Pre-audit data and verify authenticity of output in daily payroll and file maintenance.
- Resolve problems concerning payroll and ensure compliance with all applicable state and federal wage and hour laws.
- Responsible for accurate distribution of all manual payroll checks.
- Responsible for working with PSS to assure accurate information/data in the payroll module.
- Responsible for balancing payroll runs.
- Answer employee questions and troubleshoot errors/issues to resolve in a timely manner.
- Reviews wages and corrects errors to ensure accuracy.
- Records changes affecting new wages for each employee.
- Support timecard data entry or import from external sources.
- Where applicable, submit Davis-Bacon trust transfer amount weekly, coordinate monthly Davis Bacon deposit, verify certified payroll reporting and sub-contractors reports and report non-scale jobs information for federal or state reporting.
- Upload wage scale templates.
- Input Paid Time off program(s) usage.
- In coordination with Payroll Shared Services, prepare manual payroll drafts as required for errors or terminations.
- Verify accuracy of re-employment earnings and hours.
- Working with Payroll Shared Services, verify child support and wage garnishments.
- Interact and communicate with HR, Accounting and Supervisors on a continual basis.
- Support and complete SOX, accounting or other related compliance activities.
- Maintain up-to-date customer records
- Reconcile account discrepancies and resolve billing issues that may come about.
- May direct the efficient work activities of payroll or other accounts receivable duties as assigned.
- May process layoff/recall notices (where applicable).
Knowledge, Skills, & Abilities:
- Proficient in utilizing third-party compliance software, including LCP tracker and Elations, to manage certified payroll reporting and labor compliance documentation.
- Strong data entry skills and attention to detail.
- Strong Math skills.
- Intermediate computer skills including the use of spreadsheet and word processing software.
- Strong problem solving and troubleshooting skills
- Excellent verbal and written communication skills.
- Self-motivated, team player with good interpersonal skills; ability to maintain positive customer service and act courteous/respectful of others.
