General Function:       .

• The Contractor shall demonstrate a thorough understanding of acquisition and financial management regulations, including FAR/DFAR, DoD FMR 7000.14-R, AFI 65-508, AFPD 65-5, AFMAN 65-506, MIL-STD-881C, and related cost and economic guidance.
• The Contractor shall have practical experience in acquisition cost estimating and analysis, earned value management (EVM), and overall financial management functions.
• The Contractor shall support cost estimating tasks such as Program Office Estimates (POE), Independent Government Cost Estimates (IGCE), and ad-hoc or special cost studies.
• The Contractor shall assist in preparing documentation for milestone reviews, including required cost estimates and financial input.
• The Contractor shall reconcile internal program estimates with the Air Force Cost Analysis Agency (AFCAA) to ensure consistency and validation.
• The Contractor shall use cost methodologies and analytical tools/software, applying techniques like linear regression, learning curves, and confidence intervals.
• The Contractor shall perform cost variance identification and analysis, providing explanations and justifications for discrepancies.
• The Contractor shall conduct EVM analysis and interpretation to assess program performance, schedule, and cost risk.
• The Contractor shall develop and document lifecycle cost estimates, economic analyses (EA), cost-benefit analyses (CBA), and business case analyses (BCA), including CSDR reporting.
• The Contractor shall apply multiple estimating approaches such as cost estimating relationships, cost factors, discounting, NPV, ROI, and break-even analysis.
• The Contractor shall prepare, review, and maintain cost documentation to ensure compliance with specifications and regulatory guidance, and recommend improvements.
• The Contractor shall support Program Objective Memoranda (POM) development and provide cost estimates for what-if scenarios and other planning efforts.
• The Contractor shall use systems and tools like PRICE, SEER, ACEIT, COCOMO, Crystal Ball, CCaRs, CRIS, IDECS II, and Winsight to support estimating and analysis efforts.
• The Contractor shall research historical data, apply inflation and technical risk scaling, and develop current and future year cost baselines, including FYDP submissions.
• The Contractor shall provide cost confidence levels and update estimates as new technical or programmatic information becomes available, supporting risk-informed decision-making.

Qualifications:

Education/Certifications/Experience/Skills:

• Master’s degree (MA/MS) and ten years of relevant experience OR BA/BS degree, and 12 years of relevant experience. 
• Must possess and maintain a government security clearance at the TS/SCI level.
• Must be proficient in the use of Microsoft programs (including Excel, Word, Outlook, Word, Excel, PowerPoint, Access, Visio, and Project).
• Must be able to perform all functional duties independently.
• Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver’s license and proof of insurance.
