Program Manager to lead

The INNOVIM Program Manager for NOAA NESDIS Office of Satellite and Product Operations (OSPO) will lead a team to provide NESDIS office-wide administrative, operational, and program management support services. to include Program Planning and Analysis Support - Assist managers and task leads with Project Management in the execution of day-to-day activities as well as long-term planning, needs assessment, situational analysis, program analysis, and financial/budget analysis.

Project Manager (PM) (KEY PERSONNEL)

Location: NOAA Satellite Operations Facility (NSOF) 4231 Suitland Road, Suitland, MD 20746

The PM is responsible for the oversight of deliverables and performance of all work as outlined in the scope of work. The PM shall be responsible for logistical coordination for new Contractor personnel within the contract.

The PM organizes, plans, and executes projects including meeting with clients to take detailed ordering briefs and clarify specific requirements of each project. This includes delegating project tasks based on Contractor personnel’s individual strengths, tracking project performance, and contributing to successful completion of OSPO’s missions and goals.

The PM shall be available during normal duty hours within thirty (30) minutes to meet by phone or at the facility with Government personnel to discuss problem areas. After normal duty hours, the PM shall be available within two (2) hours. The PM shall provide a phone number to be contacted by the COR and CO in the event of an after-hours emergency.

Program Planning and Analysis Support – The Project Management & Planning Support functions shall be utilized in the support of the OSPO Chief of Staff (COS) in the execution of day-to-day activities as well as long term planning. In both cases, the Contractor shall ensure the overall coordination for all tasks supporting the OSPO’s Divisions. Communicate with both industry and other NESDIS business units to resolve technical and programmatic issues in a timely manner.

Assist in expediting the work of the office, including such matters as implementation of new and revised office procedures. Supervision and management support necessary for efficient administration and control of administrative and clerical support-related tasks. Submit and track summary of monthly reports from Contractor personnel under this contract.

The minimum qualifications for the PM shall include:

-              Bachelor’S Degree

-              Five years of project or program management experience

-              Experience With:

  • Managing projects in support of a Program Management Office
  • Performing Business Process Re-engineering
  • Performing quality assurance checks on organizational processes
  • Evaluating risks through risk management processes
  • Tracking projects through use of project management tools
  • Analyzing Performance Metrics
  • Supporting budget formulation and budget execution
  • Analyzing organizational resources
  • Providing continuous process improvement
  • Managing cross-functional teams to ensure completions of tasks/deliverables
  • Supporting Acquisition Management Processes unique to organizational needs
