Job Description

ADGA is hiring a Senior Project Manager to support various platforms which are developed and maintained within the common services divisions in the Information and Innovation Services (IIS) division for two federal agencies. The goal of these agencies is to make strategic investments in Canada’s capability in science and technology and social sciences and help to promote and encourage discovery and innovation through several university research, fellowship and scholarship programs. These strategic investments will be determined through business transformation initiatives examine existing business processes associated with various regulatory activities, establish common business processes, develop business requirements and implement information technology (IT) solutions for the IIS division.

Tasks:

  • Manage the project during the development, implementation and operations startup by ensuring that resources are made available and that the project is developed and is fully operational within previously agreed time, cost and performance parameters
  • Formulate statements of problems; establishes procedures for the development and implementation of significant, new or modified project elements to solve these problems, and obtains approval thereof
  • Define and document the objectives for the project; determine budgetary requirements, the composition, roles and responsibilities and terms of reference for the project team
  • Report progress of the project on an ongoing basis and at scheduled points in the life cycle
  • Meets in conference with stakeholders and other project managers and states problems in a form capable of being solved
  • Prepare plans, charts, tables and diagrams to assist in analyzing or displaying problems, work with a variety of project management tools
  • Provide day-to-day operational project management support that includes scope management (change control), schedule management, reporting, issue and risk management, artifact management, etc.
  • Update strategies and plans related to projects based on most current information. Adapt documentation to consider Agile product management approach
  • Lead sprint ceremonies, which require the incumbent to collaborate with IIS and Council staff which will result in the development of business requirements documents, data definitions, and business process documentation for IT solutions and their components.
  • Conduct Analysis of options, identify gaps in functionalities, and develop business cases and feasibility studies to address business needs.
  • Validate business requirements documents and client acceptance test scenarios and scripts, including functional and non-functional requirements, “as-is” and “to-be” business processes, concept of operations, use cases, and data models.
  • Escalates potential roadblocks or issues to the Manager of the Project Management office
  • Produce and manage project management documents in line with the Treasury Board gating framework, including risk management plans. Conduct post-project reviews and document lessons learned.

Deliverables:

  • Support for granting solutions and their supporting systems
  • Technical implementation for new grant and opportunity initiatives
  • Migration of workloads from legacy solutions to Microsoft Azure Power Platform
  • Security design, assessment, and analysis of the grants management solutions as they undergo technical modernization
  • Project documentation such as project charter, work breakdown structure integrated project plan, project estimate, risk and change management plan, and communication plan
  • Project reports and compliance charts such as progress report, executive dashboard, closeout report and lessons learned documentation
  • Presentation materials relating to the presentation of solution functionality and use to project stakeholders;
  • Minutes, record of decision, updated process documents from workshops, meetings and client interviews

Qualifications

The Senior Project Manager must meet the following qualifications:

  • Must have or have had a PWGSC Enhanced Reliability clearance
  • Must have a minimum of 10 years’ experience in the last 15 years as a Project Manager on IT Projects.
  • Must have one of the following:
  • Must Demonstrate 10 years of experience performing the following tasks:
  • A minimum of 10 years’ experience in the last 15 years, developing and managing Project Artefacts and managing all project management processes
  • Experience as a Project Manager leading one (1) Large IT Project in the last 10 years any sector. A large Project or Program is defined as a Project or Program that meets the following criteria:
  • A minimum of 3 years’ experience in the last 6 years providing Project Management support to clients in each of the following:
  • A minimum of 3 projects within the last 10 years developing and delivering project status updates and performance results reports to:
  • A minimum of 5 years' experience within the last 10 years managing projects following the defined Treasury Board project management gating process including specific deliverables, approvals and gating checkpoints
  • Managed a minimum of 4 projects in the last 10 years in, establishing and negotiating project deliverables with multiple (i.e. three (3) or more) working groups or Stakeholders.
  • A minimum of 2 years’ experience in the last 5 years managing project(s) or IT system updates following an Agile approach or deploying in small increments rather than a single large deployment.
  • PMP
  • PRINCE2
  • College or University Degree with a specialization in Project Management.
  • MBA with a specialization in Project management
  • Managing several Project Managers, each responsible for an element of the project and its associated project team
  • Managing the project during the development, implementation and operations startup by ensuring that resources are made available and that the project is developed and is fully operational within previously agreed time, cost and performance parameters
  • Formulating statements of problems; establishing procedures for the development and implementation of significant, new or modified project elements to solve these problems, and obtains approval thereof
  • Defining and documenting the objectives for the project; determining budgetary requirements, the composition, roles and responsibilities and terms of reference for the project team
  • Reporting on the progress of the project on an ongoing basis and at scheduled points in the life cycle
  • Meeting in conference with stakeholders and other project managers and stating problems in a form capable of being solved
  • Preparing plans, charts, tables and diagrams to assist in analyzing or displaying problems; working with a variety of project management tools
  • Project sign-off
  • Has a duration of over 12 months.
  • Supports an organization of over 200 employees.
  • Impacts business or services with 20+ external Stakeholders.
  • Leading Projects using an iterative approach;
  • Managing and facilitating frequent product demonstrations with Stakeholders; and
  • Continuously analyzing user feedback and determining appropriate next steps and/or re-prioritization.
