Under the general supervision of the Recreation and Facilities Manager, this position is responsible for the maintenance operations of the Olympia Center, Harbor House and moorage at Percival Landing. Work involves supervising facility maintenance staff (including scheduling and prioritizing their work), coordinating staff responsibilities related to use of all spaces, corresponding with contractors, maintaining records, and executing routine safety inspections. This position oversees all aspects of building functions and guarantees the safety and functionality of all facilities. Plans, directs, supervises and implements functions associated within department operations. Backup support of department phones and customer service staff is a regular facet of this position.

This is a full-time, exempt, benefited position. During the first year, the anticipated schedule will be Tuesday–Saturday, 8:00 a.m.–5:00 p.m. After one year, this schedule will be reviewed with the selected candidate to assess its continued suitability. The position requires flexibility, including occasional Saturday evening events as needed.

Essential Functions:

The essential functions of this position include but are not limited to:

  • Reviews and evaluates work methods and procedures; meets with management staff to identify and resolve problems.
  • Assesses and monitors workload; identifies opportunities for improvement and implements changes.
  • Selects, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; makes recommendations regarding discipline and termination.
  • Oversees day-to-day operations of assigned facilities; interacts with staff, tenants and the public.
  • Responsible for Harbor House rentals and the weekly collection of shower money.
  • Responsible for Percival Landing moorage, boater registration, collection of fees and serving notices to non-compliant boaters.
  • Works with maintenance staff and outside vendors to ensure office and custodial equipment is in good working order and necessary supplies are always available.
  • Reviews invoices ensuring accuracy and timely payments.
  • Responds to inquiries, questions and comments from the public per established standards and protocols; responds to, resolves and documents difficult and sensitive inquiries, issues and complaints.
  • Prepares and manages all aspects of assigned program budget; participates with the senior leadership team in the development of the annual department budget, strategic initiatives and department management.
  • Develops, recommends, and implements new operations, procedures and policies associated with program areas, technical areas or City and department operations.
  • Develops, implements and administers complex systems, work programs and service delivery standards and processes.
  • Oversees building and grounds maintenance for assigned facilities.
  • Ensures security and emergency preparedness procedures are implemented properly.
  • Handles general accounting tasks that may include accounts payable, payroll, petty cash, and budgeting.
  • Manages and reviews service contracts.
  • Conducts and documents regular facility inspections for safety, cleanliness and other priorities of the City.
  • Checks completed work by vendors and contractors.
  • Supports customer service operations in the absence of the Recreation and Facilities Manager including customer service supervision.
  • Recommends maintenance, mechanical, electrical and facility design modifications.
  • Follows City and public safety guidelines and protocols and performs job functions in a safe manner; reports all safety hazards per established policies and procedures.
  • Forecasts, allocates, and supervises the financial and physical resources of the facility management.
  • Punctual, regular and reliable attendance is essential for successful job performance.

Typical Qualifications:

Knowledge/Skills/Abilities:

  • Knowledge of facilities management including applicable federal, state and local policies and regulations.
  • Knowledge of current principles and practices relating to budgeting, planning, policy development and implementation of program related activities.
  • Knowledge of the principles, practices, methodologies and techniques utilized to effectively manage and motivate a diverse workforce.
  • Skill in the use of Microsoft Office products (Word, Outlook and Excel) and applicable department / organization specific software; ability to learn and become proficient in the use of other specialized software as may be required.
  • Skill at effectively prioritizing and organizing multiple tasks assigned to individuals and work groups, meeting strict legal timelines and accuracy requirements.
  • Skill in developing, managing and interpreting budgets, contracts and financial reports.
  • Ability to lead and motivate others to achieve goals.
  • Ability to use critical thinking skills to arrive at solutions and suggest improvements to processes.
  • Ability to perform complex technical, administrative and clerical work using independent judgment, initiative and discretion.
  • Ability to learn, apply and accurately interpret and explain complex laws, regulations, ordinances, policies and procedures.

Experience/Education:

  • High school diploma or GED and eight (8) years of facility operations and maintenance experience, including at least one (1) year of supervisory experience;
  • *OR associate degree in business management or a related field and six (6) years of experience as listed above;
  • *OR bachelor’s degree in business management or a related field and four (4) years of experience as listed above;
  • *OR a combination of experience, certification, education and training that demonstrates expertise in the related areas.
  • *There is no substitute for one (1) year of lead or supervisory experience.  This is a requirement of the position.

Special Requirements:

  • A valid Washington State driver’s license required.
  • Required to successfully pass a criminal background check.

Union:

Compensation (Minimum-Maximum):

$96,534.00 - $117,338.00
