Key Responsibilities:
Major Responsibilities
Empower and create accountability among partner NGOs implementing urban projects/programmes including identification of strategic partners effectively and efficiently.
- Manage all projects, standards, compliance and requirements to deliver better programming.
- Coherent integration of quality ministry, sponsorship management, operational goals and cross cutting themes aligning with country strategy, project designs and Support Offices / donor requirements
- Support Partner NGOs to implement projects with technical quality incorporating cross-cutting themes.
- Ensure partner NGOs have access to appropriate information, tools and resources to enable compliance of projects with organizational standards and legal requirements.
- Manage sharing and utilization of data and programme results for continuous improvements of programme/project design and implementation in partnership with Partner NGOs
- Ensure preparation and submission of timely project reports, monitoring visit report and management reports as per organizational and donors’ requirements.
- Lead effective partner NGOs periodic performance reviews and analysis providing appropriate guidance and capacity building efforts for institution development.
- Supervise for WVI registered children participation in the projects and programme to align with Global Center (GC) requirements and compliances
Manage urban programme portfolio with all requirements and compliances intact.
- Ensure alignment of urban programmes and projects in Nepal to WVI Urban Ministry Model with strengthening capacity in house and at partner’s level.
- Lead on all the projects integration, business processes and partnership management to ensure programme portfolio is more efficient and effective.
- World Vision’s 3 key pillars namely – transformation development, Humanitarian Emergency Affairs and Advocacy are interwoven and integrated in all programmes.
- Develop periodic plans and quality assurance plans to ensure effective programme integration and implementation to yield better outcomes on Child Well-Being.
- Projects under various funding sources such as sponsorship, PNS, grants are coordinated and complemented to impact more.
- Lead and support team in the realm of integration of crosscutting themes such as GEDSI, DRR, F&D, ESCA etc.
- Lead monitoring and tracking progress of all urban programs/projects against KPIs, budgets, targets, and implementation plan maintaining tacking tools periodically
- Lead the urban team and Partner NGOs in disaster preparedness and response.
- Ensure real time data of all sectors with disaggregated, cumulative data (individual project and portfolio) are reflected in digital system and track the progress utilizing the information system.
- Ensure accountability loops for urban projects are resolved timely with quality.
- Ensure timely and effective implementation of MEAL business process and actions.
Sustain programmes through effective partnership and ownership by the relevant stakeholders.
- Lead and facilitate advocacy and external engagements initiatives that focus on policy influence, meaningful and active child participation, global campaign.
- Identify the potential external stakeholders and partners to promote strategic partnership for child wellbeing and influence the policies of local and provincial government.
- Facilitate in identifying risks to ensure effective implementation of programmes integration and advocacy/policy changes implications.
- Lead in maintaining proper recording of data, evidences and reports to showcase at larger platforms and regular/periodic reporting.
Profile urban programme to foster reputation and manage risks.
- Ensure consistent World Vision branding across all field communication in coordination with Partner NGOs
- Ensure that all urban program communications reflect World Vision’s brand and values, maintaining a trusted reputation through coordinated messaging with partner NGOs.
- Work with National Office communications team to engage local media for community stories
- Implement media initiatives that promote community participation in World Vision programs
- Lead identification, assessment and communication of risks associated with the implementation of WVI Nepal’s urban projects and the development of mitigation measures in coordination with project staff, WVI Nepal’s other departments and partner NGOs.
- Ensure that all business processes and operational activities that are associated with the implementation of WVI Nepal’s urban projects are following WV’s and donors’ standards and requirements.
- Manage audit processes as required, and ensure that all audit recommendations are implemented.
- Lead the implementation of safeguarding policy and ensure that child safe organization practices are followed.
- Manage in ensuring safety and security of WVI Nepal’s staff and assets as per the Core Security Requirements.
Engage in organizational processes that contribute to achievement of WVI Nepal’s strategic objectives including improved quality, diversification of funding and organizational adaptation in urban programming
- Coordinate organizational processes with which WVI Nepal’s urban project staff have to be engaged, including but not limited to annual planning and budgeting process and audit.
- Contribute to design of urban projects for new funding acquisition (lead by the GAM unit).
- Provide technical support for organizational adaptation in urban programming.
- Lead documentation of good practice evidence of urban programming and sectoral adaptation.
- Contribute to the revisit AP design and plan as per the changing urban context and national scenario and progress in the community.
- Collaborate with other staff and departments to ensure that urban programming issues are integrated into sectoral and functional priorities.
- Perform other organizational and business processes that are required to contribute to WVI Nepal’s strategic objectives.
- Increasing demonstration and understanding of and commitment to World Vision’s Core Values in the approach to work and relationships.
Ensure staff are highly motivated and engage to deliver optimum performance to provide quality service
- Facilitate learning, coaching and mentoring of team members with clear performance expectations and individual learning plans Create working atmosphere that inspires and motivates staff to pursue excellent performance and maintain integrity.
- Provide timely, ongoing feedback to staff’s performance and ensure documentation of performance review.
- Ensure that people management practices and processes of staff engaged in urban program/projects are in alignment with WVI Nepal’s policies.
- All the recruitment of positions are timely conducted, managed and well oriented.
- Demonstrate agile leadership to role model urban programme team and Partner NGOs to manage and adjust to change(s).
Build internal and external relationships and engagement that are strategic for WVI Nepal’s urban programming within and outside of country.
- Ensure key external stakeholders including local governments, target communities, partner NGOs and UN/INGOs have appropriate understanding of WVI Nepal and its urban programme and projects.
- Liaison with and engage the federal and provincial government esp. with Bagmati and Gandaki province with WVI campaign, advocacy efforts on child wellbeing and potential areas for collaboration.
- Visitor management providing platform for WVI Nepal
- Coordinate and support partner NGOs to manage relationships with local stakeholders, bodies and networks that are relevant for achieving the goal and objectives of WVIN’s urban programme and projects.
- Represent WVI Nepal in relevant networks, clusters, forums, alliances to update about organization and to acquire information from others to accommodate in programming and decision-making process.
- Provide insight into potential strategic collaboration for urban programming.
- Participate in WV’s global forums and urban community of practices that are strategic to WVI Nepal’s urban programming.
- Leverage learning as WVI urban focal person in WVI Nepal to extend knowledge among team members
Conduct Research and Development in urban context to scale up urban programme in Nepal.
- Support in urban program research to identify potential urban cluster to extend WVI Nepal urban program footprint on child wellbeing.
- Ensure Assessment and Design (A&D) process in urban areas use urban lens following WVI Urban Ministry Model (UMM) and program designed considering Urban Programme Approach (UPA).
- Facilitate collaboration with (academic) institutions for research and study to better understand urbanization and its impact in context of Nepal.
- Ensure the system database and the integrated information system are utilized for informed program planning and design process.
- Nurture and promote innovations and culture of improvements in the team and beyond.
Knowledge/Qualifications For The Role
Required Professional Experience
Minimum 5 years of management experience in development and humanitarian sector in leadership role or 5 years of working experience in urban programming for INGO, NGO or government including urban planning and development.
Required Education, training, license, registration and certification
Master’s degree in urban planning, urban development, social science, management or other relevant development field/studies
Preferred Knowledge and Qualifications
- Multiple Partner NGO management experience
- Broader people management experience in different situation
