The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the Workers' Compensation Division (WCD). WCD administers, regulates, and enforces the laws and administrative rules governing the Oregon workers' compensation system.

This is a management service position and is not represented by a union.

This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, a minimum of two days per week in office is required. Currently, Thursday is a mandatory in-office day for all WCD managers.

Here’S What You Will Do:

As the Employer Compliance Manager, you will directly supervise staff in the Employer Compliance Unit (ECU). You will provide senior-level leadership to review the employer compliance and proof of coverage programs and functions; and analyze and implement changes to improve program efficiency and effectiveness. You may also serve as the acting manager in the section manager’s absence, with duties that include providing direction and consultative advice on administrative, operational, and procedural issues, and participating in developing long-range objectives, short-range goals, operational work plans, and budget requests.

Minimum Qualifications:

  • Five years of lead work, supervision, or progressively related experience

Or

  • Two years of related experience and a bachelor’s degree in a related field

Additional Information:

  • Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
  • The salary range listed is the non-PERS eligible rate. If you are already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
