LSEG is seeking a highly experienced and motivated Senior Risk and Control Leader to establish and manage a Control Centre of Excellence (CoE) utility. This role is pivotal in providing a 1st Line of Defence capability that leverages best practices, sets control standards, assists control owners in designing and implementing effective and sustainable controls, operates controls when insourced, and tests/assures control design and operating effectiveness to provide management assurance. The goal of the CoE is to provide LSEG with a strategic capability that delivers a consistent, repeatable, and efficient service to help control owners maintain an effective control environment.

Key Responsibilities:

  • Build and operate a comprehensive Control CoE utility to strengthen and enable an effective control environment through advisory and assurance services.
  • Help set risk and control standards and operate the Controls CoE in accordance with standards and industry best practices.
  • Implement processes and tools to effectively deliver a customer-centric solution.
  • Build and lead a high-performing team of control operators, control assurers, and control engineers that:
  • Partner with the 1LOD in developing remediation plans for any design gaps or control deficiencies and support in assessing the impact of any control deficiency.
  • Support the annual scoping and risk assessment exercise.
  • Support external audits around control assurance efforts and collaborate with the 2nd Line and 3rd Line of Defence on key initiatives and ongoing assurance efforts.
  • Contribute to designing controls, providing guidance on controls, and offering control framework feedback.
  • Implement peer-based quality assurance practices to ensure assurance practices meet the right standard of performance.
  • Collaborate with stakeholders, including Control Owners, Risk Managers, and Senior Management, to ensure alignment and effectiveness of controls.
  • Provide assurance that forms the basis for corporate governance and management assurance.
  • Offer expert guidance in conducting assessments, identifying areas of improvement, and providing recommendations for remediation.
  • Support the 1LOD on risk matters impacting the strategic objectives of the business.
  • Promote and enable a proactive risk culture, including the provision of risk education and training sessions.
  • Assist control owners in the design and implementation of controls.
  • Operate controls and ensure their effectiveness for controls insourced to the utility.
  • Perform tests of design and effectiveness of in-scope controls to provide management assurance.
  • Design and deliver workshops and training focused on enhancing risk and controls understanding across the 1st Line of Defence (1LOD).
  • Identify opportunities to enhance the control environment through automation or by eliminating non-value-added activities.

Required Qualifications And Skills:

  • Proven experience in a senior leadership role within a control environment.
  • Extensive knowledge of control standards and practices.
  • Strong background in designing, implementing, and operating controls.
  • 15+ years of experience in testing and assuring control effectiveness.
  • Excellent stakeholder management skills, with the ability to engage and influence Control Owners, Risk Managers, and Senior Management.
  • Strong analytical and problem-solving skills.
  • Exceptional communication and interpersonal skills.
  • Relevant certifications in risk management or control assurance.
